BUSINESS RELATIONSHIP MANAGER
(ADMINISTRATIVE MANAGER II)
This recruitment will establish an open eligible list. This list will be used to fill current and future Administrative Manager II positions with this specialty. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY
The County of Orange, County Executive Office (CEO)/Orange County Information Technology (OCIT) is seeking to fill a Business Relationship Manager (BRM) position in their Client Services Division. This division includes Business Relationship Management, Program/Project Management, Business Analysis, and Stakeholder Communications. The BRM position provides “account management” activities for the seven (7) County Departments utilizing the shared services model of information technology service delivery. The Client Services Division is a highly customer-focused team that has direct contact with clients daily.
Major responsibilities will include:
Planning, Analysis & Organization
- Partner with OCIT technical teams to ensure alignment between solutions and business needs
- Partner with enterprise IT teams to develop and maintain multi-year technology strategy plans
- Review all IT-related purchase requests to ensure they are following the standard, are relevant to the business, and have funding
Communication & Relationship Building
- Develop line of business executive relationships
- Partner with line of business leaders to facilitate IT project initiation, requirements shaping, and prioritization
- Work with the line of business to create and annual Strategic Financial Plan (SFP) and Services and Supplies budget for the department’s IT needs
- Communicate and follow up on outages or changes that impact the customer
Customer Service
- Ensure OCIT service delivery teams are providing a high level of customer service
- Participate in regular formal or informal meetings
- Advocate for customers and customer-driven requirements
Leadership
- Be the line of business point of escalation for IT-related issues, including outages
- Become the “go-to” person for information about the line of business programs, business priorities, operations, and technology
MINIMUM QUALIFICATIONS
Two years of experience as an Administrative Manager I with the County of Orange. OR
Four years of experience directly related to the competencies and attributes noted above. A bachelors degree in a related area of study may substitute for two years of the required experience.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have extensive experience in the following areas:
- Working in a multidisciplinary IT environment in a leadership role, as well as working with IT teams and coordinating efforts to meet business goals
- Ability to listen, build rapport, and credibility as a strategic partner vertically within the business unit, as well as with leadership and functional teams
- Highly developed written and oral communication skills, including presentation skills
- Ability to lead change using positive and collaborative methods
- Ability to explain complex, technical information clearly and simply to different levels of staff, management, and executives
- Confidence, assertiveness, and diplomacy
- Willingness to be an advocate for customers while maintaining positive relationships with IT
- Understanding of budget, procurement, and billing processes
- Ability to analyze, research information, and understand technical solutions
- Ability to influence and break down silos within an organization
- Must have and maintain credibility with the internal business community
- Experience with Microsoft Office Suite, Office 365 Cloud Services, and mobile devices
RECRUITMENT PROCESS

Structured Oral Interview (Weighted 100%)
Candidates will be interviewed and rated by a panel of subject matter experts. Each candidate’s rating will be based on responses to a series of structured questions designed to elicit the candidate’s qualifications for the job.
Based on the Department’s needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
