We have an exciting opportunity for a Technical Project Manager to join our Competition Advocacy Group located in Poway, CA. The Competition Advocacy Group works to support GA-ASI Engineering, Program Management and Procurement in the identification and justification of sourcing opportunities.
DUTIES AND RESPONSIBILITIES:
- Serves as a resource for procurement in conducting market research for Price Analyses and Commercial Identification Determination.
- Perform Technical Assessment, Market Research, Similar To and Complexity Analysis in support of source justification.
- Create project plan(s) and manage resources to ensure project schedule, budget, quality, and specification goals are attained.
- Ensure compliance with environmental and other regulations.
- Oversee and monitor project schedule, timelines, and milestones from initiation to delivery to meet delivery goals.
- Engage engineering subject matter experts for assistance in completing technical assessments.
- Evaluate product technical features and performance for variance in price between similar items.
- Performs market research and analysis of potential suppliers as per, Federal Acquisition Regulations (FAR) and present results to key stakeholders.
- Applies sourcing concepts and principles to support identification of suppliers, based on current and future technical/design requirements.
- Utilizes internal and external supplier resources and techniques to obtain optimum results.
- Provide leadership, direction, and guidance to professional, technical or staff on source justification matters and conduct presentations as required.
- Represents the company as a primary contact and maintains professional relationship internal business groups and external suppliers.
- Responsible for observing all federal, state, and local laws, company policy and business etiquettes when conducting on behalf of the Company.
- Maintains the strict confidentiality of sensitive information.
- Perform other duties as assigned or required.
Job Qualifications
- Typically requires a Bachelors in Business Administration or related discipline and eleven or more years of progressively complex experience in the project administration field with at least five of those years in project management. May substitute equivalent experience in lieu of education.
- Must have a general knowledge of engineering support principles and concepts and a general understanding of practices, techniques, and standards.
- Must have a thorough understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.
- Must have a general knowledge of the procurement process and the flow of cost associated with it.
- Ability to determine the appropriate approach at the task or project level and provide solutions to a variety of technical problems.
- SAP experience is desired.
- Proficient in Microsoft Office Suite such as Word, Excel, PowerPoint, and Visio.
- Must be customer focused and possess: (1) Comprehensive understanding of technical administration, purchasing, material management, concepts, principles and regulations. (2) Cross-functional team experience preferred with an ability to foster working relationships with internal stakeholders. (3) Must be a critical-thinker able to approach the task or project with innovative and creative solutions to a wide range of highly complex problems. (4) Must have excellent communication, computer, documentation, presentation and interpersonal skills and the ability to work independently and/or part of a team. (5) Ability to prioritize multiple tasks or projects.
- Must be able to work extended hours and travel as required.
- Experience in FAR, DFAR and ITAR desired.
