SUMMARY:
- Oversees the program management of technology-specific workforce programs, including contingent workforce management, technical training and technical pipeline development programs.
- Works within Technology and Operations functions and cross-functionally with Human Resources and Finance to support Technology and financial goals, maintaining and sharing current industry best practices as it relates managed programs.
- Partners with HR, Finance, and leaders across Technology in the forecasting of workforce and technical skillset needs, for both contingent and employee labor, as well as the allocation and deployment of resources in order to meet current and anticipated business needs; enables a smooth roll-up of workforce plan into an operations and technology function view.
- Proactively manages supplier performances (yearly business alignment meetings and quarterly performance reviews), supplier tiers, and contingent workforce needs to achieve continuous improvement opportunities and adherence to contractual agreements.
- Escalate and resolves issues with contingent labor suppliers (GDP, domestics, niche).
- Accountable for formulating, implementing and maintaining contingent workforce policies and procedures via Standard Operating Procedures and defining cost savings strategy and driving initiatives to achieve cost savings goals.
- Provide daily support to staffing team via problem resolution, training, and communications and develop and launch technical training designed for managers and suppliers.
- Reporting and analysis, including program performance metrics, Service Level Agreements and recommendations and initiate process improvement.
- Continuously scans the environment for relevant inputs and implications to the workforce plan, such as current and future technical skillsets and labor demands.
- Provides expertise in the development and implementation of strategies and programs which optimize how GDP and domestic resources are leveraged as part of the technology flexible staffing model.
- Oversees the development and implementation of technical training strategies and programs to support business objectives for the operations and technology function.
- In partnership with the HR Functional Lead, provides ongoing programs and support to teamwork initiatives across the function including the functional leadership team.
- Partners with Corporate Communications partners to set the direction and strategy for internal contingent labor communications across the operations and technology function in order to create alignment and cohesion.
REQUIREMENTS:
- Bachelorâs degree in Information Technology, Business, Human Resources or related field, with 10+ years of experience in a technology role or function in roles of increasing responsibilities.
- Experience and knowledge of technology workforce programs with background managing contingent workforce programs, including vendor management, and technical recruiting and development strongly preferred.
- Previous experience with managing supplier relationships and VMS systems.
- Previous experience with the following: managing IS technology staff and skill sets, project leadership and delivery, or human resource generalist experience.
- High degree of people and project management competencies.
- Strong communication, negotiation, administrative and leadership skills with all levels of management and across all product lines, entities and the field in a matrixed environment are critical.
- Strong organizational skills; able to handle competing demands, and work under tight deadlines and short timeframes.
- Strong problem solving and strategic/critical thinking skills. Ability to identify underlying issues and influence others without formal authority.
- Facilitation and team building skills; ability to play an active, operational and communicative role.
- Interpersonal savvy and comfort interacting with and presenting to all levels of the organization, including senior leaders.
- Proven skills in dealing with ambiguity and paradox, and leading change.
- Exceptional business acumen and focus on achieving business impact through progressive practices and sound business judgment.
