PURPOSE:
Reporting to the CIO, this position is responsible for all operations within the Program Management Office (PMO) for CareFirst, including defining and driving the strategic direction of the PMO and the entire IT Portfolio.
- This is a critical role with direct impact on the process for demand management, project and program prioritization, the optimum deployment of resources across the enterprise and the analysis of investment options for achieving maximum growth. We are seeking an innovative, passionate, and capable individual with the skills and drive to lead the project and portfolio management (PPM) process at CareFirst.
- This position directly manages and drives the entire portfolio of Corporate Initiatives (CI’s). This role leads both the execution and strategic measurement of all CI’s within the CareFirst portfolio to assure controlled disciplined execution of projects across business and technical areas. The project portfolio entails ~$100M in spend and impacts all functional areas of CareFirst. This portfolio of highly complex, large scale, corporate programs is comprised of multiple strategic programs and projects that have a significant legal and/or financial impact to CareFirst and directly support the transformation of our company.
- In addition to the Enterprise Project Management Office (EPM)), this leader will functionally lead the office of the CIO. There primary objectives are to ensure a consistent and strategic approach to the application of information and technology (I&T) across the enterprise, and ensuring a consistent, transparent and efficient approach to the way the IT organization delivers value to the business.
- The core of the role is made up of capabilities for strategy, planning, governance, I&T operating model and performance management. The role includes other key functions, such as portfolio management, knowledge management, IT marketing and communications, financial management, strategic supplier management, and workforce management.
- This role provides strategic and tactical planning, direction and consultation to IT and Business Senior Management as it relates to the implementation of Corporate Initiatives. It requires extensive knowledge and experience related to Program Management, Information Technology and Health Plan Business Functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Program Management
- Lead management of a centralized organization of multiple senior Program Managers focused on driving execution of strategic corporate initiatives.
- Direct and manage the work of multiple program managers across the portfolio as needed in alignment with the corporate plan.
Portfolio Management
- Portfolio management: Providing transparency to the entire portfolio of CareFirst investments and enable key decision makers to prioritize demand based on strategic objectives, risks, dependencies and potential constraints in the supply of CareFirst resources.
- Lead a portfolio management organization responsible for strategically managing and measuring the portfolio, including measuring ROI as it relates to corporate strategic goals, financial governance, and support of the portfolio project selection process (“Shark Tank”).
- Lead CI Portfolio Annual Planning process and help build (and reconfigure as needed) the project portfolio to support the CareFirst Annual Corporate Plan.
- Maintain process sets and templates used by project execution teams for management of project deliverables within a blended (Agile, Iterative and Waterfall) environment.
- Maintain best in class portfolio systems and processes for the management of programs including data analytics and visualization.
- Refine processes, tools and templates as needed to both support the project lead community and enforce process standards to assure compliance in an audit-oriented environment – whether from internal and external queries.
- Monitor, manage, oversee and govern the execution of the project portfolio to include presentation to Executive Steering Committee meetings, and other governance bodies.
- Manage a team of Portfolio Managers – aligned to the various Business and IT sponsoring organizations, to act as a conduit for information flow to/from the PMO.
- Ensure that governance and best practices are followed including risk and issue management, interdependency management, and change control.
- Provide timely, relevant and objective data to be used to monitor the health of the project portfolio, to measure the performance of the portfolio, and ensure that delivery of strategic objectives is achieved on time and on budget.
- Lead CI Portfolio Planning and help build (and reconfigure as needed) the project portfolio to support the CareFirst Annual Corporate Plan – entailing project inventories, required budget, identification of sponsorship and project leads, and reconciliation to divisional goals. This must support the governance responsibilities of the CI Portfolio Planning, Metrics and Reporting team as well as the strategic planning needs of the corporate annual planning processes
- Financial management: Develop, present and manage the IT budget; providing transparency to IT costs; managing cost allocation chargeback principles; and measuring the benefits of IT investments.
- Strategic supplier management: Analyze and anticipate future IT procurement needs and ensuring these needs will be met through high-quality strategic relationships with key vendors. This capability also looks across the business ecosystem to ensure there is a strategic perspective for whom the key IT collaborators are and how they should be positioned.
- Workforce strategy: Develop the workforce strategy for the IT organization, determining the appropriate staffing levels, managing the talent pipeline and ensuring personal objectives are aligned with strategies and strategic plans.
QUALIFICATION REQUIREMENTS:
Required:
- Bachelor’s Degree in a Business or Technology fields.
- 15+ years of prior Project/Program Management experience in large scale environments.
- Experience working in multiple organizations managing projects and/or working in PMO departments.
- Extensive knowledge of the Project Management Life Cycle, and the Software Development Life Cycle, including Agile and Waterfall methodologies
- Knowledge in PMO development, governance, monitoring, compliance, process development, implementation and project management.
- Considerable knowledge of various types of contracts, techniques and management methodologies for contracting or procurement, RFP development, contract negotiation and administration.
- Proficient in MS Office suite: MS Project, Excel, PowerPoint, MS Word.
- Proficiency in portfolio management tools (CA-PPM, etc.)
Preferred:
- Master’s Degree in Business or IT field.
- Prior Health insurance industry exposure, specific experience with successful large-scale project implementations.
- 5+ years in a lean portfolio / program management leadership role as a Director or Senior Manager in an Agile operating model
- Project Management certificate (PMP) from the Project Management Institute (PMI)
- Experience utilizing organizational change management within the execution of transformational projects.
