PERFORMANCE RESPONSIBILITIES: include the following. Other duties may be assigned.
Evaluates and addresses the technical assistance needs of the AVCP member villages Tribal Courts.
Coordinates training for the Tribal Courts and their staff, arrange workshops, and conferences.
Provides training and assistance in preparation of amendments to organic documents, ordinance writing and codes, conducting court hearings and document templates.
Conducts Tribal Court trainings in the areas of Cultural/Tribal Court adoptions, child protection, domestic violence, due process and banishment.
Responsible for providing technical assistance and training related to record and book keeping for Tribal Courts.
Drafts and/or updates model court codes and procedures for AVCP’s tribal court handbook, including: Adoptions, Child Protection, and Domestic Violence.
Assists Tribes in preparing for and following the recommendations of BIA tribal court assessments.
Lead for the AVCP Land into Trust Working Group.
Creates Land into Trust informational guide and resources for AVCP Tribes.
Maintains strict confidentiality of all attorney, client and case information.
Acts as liaison between AVCP and other federal, state, and local governments; as well as public and private entities who have an interest in Tribal Courts.
Monitors public policy and matters that affect the rights of Tribes and their members, and assists them in the public participation process.
Helps to bring understanding of legislation, regulations, policies, and their impact on the local Tribal Courts.
Responsible for program and fiscal management of the Tribal Justice Program, developing statistical and narrative program reports for the funding sources, and to AVCP Administration.
Maintains strict confidentiality of the department.
Supervisory Responsibilities: Directly supervises employees in the Tribal Justice Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems .
QUALIFICATIONS:
The individual must be able to perform each essential duty satisfactorily. Must have strong written, verbal, reasoning and analytical skills. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be willing to travel frequently. This position requires a thorough understanding of the culture and the needs of the Tribes of the Yukon-Kuskokwim Delta region. Strong written, oral, organizational and analytical skills are required. Bilingual Yup’ik/English preferred.
EDUCATION AND EXPERIENCE:
Juris Doctorate from an accredited U.S. Law school preferred. License to practice law in the State of Alaska or ability to become licensed within one (1) year of hire preferred. One or more year of experience in child advocacy, domestic violence law, Indian law, or non-profit law preferred. Familiarity and travel experience in the Yukon-Kuskokwim Delta and Yup’ik, Cup’ik, and/or Athabascan culture preferred. Must be willing to travel frequently. Yup’ik speaker preferred.
