PRIMARY DUTIES & RESPONSIBILITIES:
- Provide program management to ensure all work conducted within this task order is planned and executed in a manner that will achieve all management, technical, logistical, cost, and schedule objectives in support of the execution of the tasks described below
- Ensure coordination and integration of all functional areas within each task or project
- Establish and perform business management functions to ensure contracting related actions, such as monthly status reports (MSR), contractor rosters, contractor personnel security requirements, travel arrangements, and meeting established need dates of the United States Government (USG).
- Report Small Business Goals within the MSR
- Use the Contracting Officer Representative (COR) as the primary point of contact (POC) for all contracting activities and the technical POC for all technical POC for all technical activities
- Coordinate, schedule, prepare, conduct, facilitate, and participate in meetings and Integrated Product Teams (IPTs), to discuss and/or present engineering analysis, assessment, related issues and recommended resolutions
- Provide program management support activities and support meetings in San Diego, CA and/or via teleconference as required
- Provide support in the documentation of system and system variant baselines, to include processing project management data as received, updating project files and the preparation of: (1) schedules; (2) progressive/special reports and supporting documentation; and (3) POA&Ms
- Assist in maintaining, modifying and updating technical documents, model-based system artifacts, and organizational metrics
- Employ best practices of system engineering and software-development lifecycle frameworks
- Use Agile DevOps methodologies to deliver requirements rapidly
- Adhere to modular software design principles for reproducible and testable code, and use Continuous Integration and Continuous Deployment concepts and tools

FILLING THIS POSITION IS CONTINGENT UPON FUNDING
MINIMUM SKILLS & REQUIREMENTS:
- Advanced Scrum Master commercial certification
- Large-scale, multi-team Agile coaching experience with methods such as Scrum, SAFe, Lean, and/or Kanban
- Previous experience as Product Owner, Scrum Master, and/or Coach
- Experience in technology organizations
- Hands-on experience applying Lean/Agile methodologies within infrastructure, hardware, and operational environments
- Experience with Agile principles along with demonstrated ability to lead teams toward increased agility over time
- Consulting and facilitation skills in leading technical teams in adoption and improvement of Agile methodologies
- Senior Agile Leadership skills with ability to lead by example and challenge command and control behaviors
- Experience operating in fast-paced matrixed environment with externally imposed milestones (e.g., regulatory compliance) buyoff from customers, operations and peers
- Drive as self-starter skilled at creating structure in ambiguous environments
- Experience of mentoring cross-functional teams and influencing without authority
- High emphasis on self-driven continuing learning, knowledgeable of new practices and coaching techniques
- Excellent people interaction skills, maintaining high level of professionalism to demonstrate ability to influence up and down the organization
- Excellent analytical, diagnostic, and problem solving skills
- Excellent verbal and written communication with technical and non-technical audiences
- Strong commitment to aligning team delivery with strategic objectives and discipline to measure delivered outcomes
- Strong planning, prioritization and organization skills
- Strong experience using DI2E, JIRA, and Confluence collaboration tools
- Minimum security clearance of SECRET
- Minimum BS degree in related field and at least five (5) years of experience in skills identified above OR seven (7) years of experience in skills identified above
