For more than 78 years, the USO—a private, nonprofit organization—has served the men and women of the U.S. military, and their families, throughout their time in uniform – from the moment they join, through their deployments and as they transition back to their communities.
Today’s USO continuously adapts to the needs of our men and women in uniform and their families, so they can focus on their very important mission. We operate USO centers at or near military installations across the United States and throughout the world, including in combat zones, and even un-staffed USO service sites in places too dangerous for anyone but combat troops to occupy.
The Senior Vice President, Operations, Programs & Entertainment is responsible for implementing mission delivery strategy, policies, processes and systems to support the execution of USO programs and services; supporting local and regional operations teams with business processes and systems; developing, innovating, and scaling new USO programs; delivering USO entertainment programs to support mission delivery, brand awareness, and fundraising; and supervising overseas USO regional leadership.
Principal Duties and Responsibilities (*Essential Duties)
- Assists the Chief Operating Officer in developing mission delivery strategy as well as annual goals, plans and budgets to implement the strategy to support overall USO strategic objectives.*
- Identifies key measures of mission delivery success; evaluates Operations, Programs, & Entertainment performance on a regular basis; develops and publishes frequent mission delivery reports on impact, effectiveness, performance, budget, etc. to inform program, brand, and fundraising activities.*
- Leads Field Operations team to: establish and maintain USO operations policies, processes, and systems to ensure efficient and effective delivery of USO programs and services through regional USO operations in the Continental US (CONUS) and Outside the Continental US (OCONUS).*
- Leads Programs & Entertainment teams to: identify, innovate, develop, test, and evaluate new program opportunities to fulfill the USO mission; collaborate with regional USO operations to scale and execute new programs and to identify and scale locally-developed programs and services; establish success measures and evaluate program effectiveness; and manage centrally-managed programs; develop, cultivate, and manage relationships with the entertainment industry, agencies, and talent.*
- Supervises overseas regional leadership in executing OCONUS USO operations, program, and development activity in alignment with organizational, mission delivery, and regional strategies; provides oversight of OCONUS regional planning, operations, and budget development and execution; advocates for OCONUS regional requirements to USO HQ departments.*
- Supervises Operations, Programs, and Entertainment Vice Presidents and Regional Vice Presidents (Overseas Regions and US-East).

Job Specifications – minimum Knowledge, Skills, Abilities and Behaviors necessary to perform the job successfully. Equivalent combination of education and experience is acceptable.
- Bachelor’s degree in Business Administration or related field. Master’s degree strongly preferred.
- 15+ years experience in managing operations for a global enterprise. 7+ years of relevant executive experience in a non-profit, military, and/or global organization preferred.
- Expertise in developing and implementing operational and/or program strategy to fulfill organizational objectives.
- Experience in establishing operational metrics and reporting that convey program impact/social value and program performance against plans and budgets to drive sound business and operational decisions.
- Strong knowledge of business functions, including project management, finance and budgeting. Experience in developing and managing annual operating budgets in excess of $10 million.
- Experience in leading diverse and geographically dispersed teams.
- Excellent interpersonal and presentation skills. Ability to effectively communicate complex program and business concepts to internal and external stakeholders at a variety of levels.
- Ability to achieve desired results while working collaboratively in a matrix team environment.
- Demonstrated initiative/self-motivation, with the ability to quickly and easily adapt to changing organizational needs.
- Ability to manage a high volume of assignments with varying complexity and competing priorities in a fast-paced environment with integrity and professionalism
- Proficiency using computers and electronics equipment. Working knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite.
- Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver’s license.
