- Plan, lead, and direct activities of the district environmental section staff- Manage work involved in environmental studies including NEPA document preparation, water quality permitting requirements, hazardous materials reviews and clearances, cultural resources studies, and endangered species programs. Inform and/or direct staff of requirements to achieve VDOT’s compliance with federal and state environmental statutes, regulations, procedures, and practices. Work with interdisciplinary staff to identify avoidance, minimization, and, or mitigation opportunities for potential environmental impacts on preliminary engineering, maintenance, and construction projects. Ensure QC reviews are performed at appropriate milestones. Monitor and maintain awareness of project delivery schedules and status in iPM and CEDAR and in accordance with environmental performance metrics. Work towards on-time, on-budget delivery of environmental components of projects.
- Program management and problem resolution- Provide daily guidance and direction to staff in support of environmental program. Provide assistance and training to VDOT and local government staff in technical environmental and regulatory compliance areas. Provide guidance and leadership to consultants performing work. Ensure all necessary project documents are completed in a timely fashion.
- Implement preliminary engineering activities for projects under development- Resolve environmental problems on projects under construction to deliver cost effective results. Develop annual administrative budget allocation and ensure expenditures remain within budget allocations. Use forecasting techniques to monitor budgets and take appropriate corrective actions when needed. Ensure expenditure coding is valid and accurate.

- You are minimally qualified if you have:
- Experience leading and managing environmental programs and staff.
- Knowledge of environmental impact assessment, avoidance, mitigation, and compensation as related to highway engineering and project construction.
- Experience applying knowledge of federal, state, and local environmental laws, regulations, policies and procedures.
- Experience applying knowledge of NEPA document preparation, water quality permitting requirements, and other environmental programs in a transportation context.
- Skilled in projecting labor needs, estimating project costs, and monitoring budgets.
- Ability to train, direct, and evaluate the work of professional, technical, and administrative staff.
- Preferred candidates will have:
- Progressively responsible experience in environmental management, planning or engineering.
- Progressively responsible experience in management and oversight of staff performing review and clearance functions.
- Degree in environmental sciences or engineering or related field.
