    Summary

    The Project Manager is responsible for effective, within scope, schedule, and budget, execution of Law Enforcement information technology and telecommunications project work, thorough planning, coordination and control of project resources and activities from inception to project close-out. This person will be responsible for ensuring that all project materials, methods and end products conform to client expectations and contractual requirements.

    Responsibilities

    • Oversee and direct all aspects of Public Safety projects from initiation to completion
    • Schedule and direct the work of onsite and vendor resources to accomplish the project requirements
    • Review the project requirements in-depth to schedule deliverable and budget timelines
    • Monitor work progress in a timely manner to identify potential issues with scope, schedule, and budget
    • Prepare internal and external reports pertaining to project status
    • Plan to prevent problems and resolve any emerging problems
    • Analyze, manage and mitigate risks
    • Ensure project acceptance criteria is tracked and reported to client management
    • Schedule the project in logical steps and budget time required to meet deadlines
    • Review contracts related to projects and understand the scope of work
    • Develop and manage project management plans
    • Establish and maintain a professional, positive, and constructive working relationship with the client

    General Requirements

    • Proven working experience in project management specific to information technology and/or telecommunication related projects
    • Advanced knowledge of project management processes, means, and methods
    • Ability to plan and see the big picture
    • Competent in conflict management and problem resolution
    • Detail-oriented and organized with excellent time management skills
    • Ability to give direction and delegate tasks
    • Strong communication and interpersonal skills
    • Experience with a change control process and project governance
    • Minimum of 5 years of experience with project management
    • Bachelor’s degree from an accredited college

    Project Specific Requirements

    • Must pass a background check to work in a Criminal Justice Information System (CJIS) environment
    • Ability to communicate effectively with a Chief Information Officer and the Information Technology staff of a large State department
    • Project Management Professional (PMP) certification
    • Full time onsite with the client (at client site) during regular business hours (e.g. 0800 to 1700)
    • Travel to client sites (within the State of California)Desirable Project Specific Qualifications
    • Experience with the following is highly preferred:
    • State of California’s practices and standards defined in the Statewide Information Management Manual (SIMM)
    • California Project Management Framework (CA-PMF)
    • Public Safety Commercial-off-the-Shelf software implementations
    • Public Safety / Law Enforcement clients(s) exposure
    • Law Enforcement Records Management Systems (RMS)
    • Computer-Aided Dispatch (CAD) Systems
    • Communications Center environments specific to radio communications
    • Emergency 9-1-1 telephone systems
    • Public Safety Radio systems
    • Understanding of all facets of the development lifecycle
    • Technology degree/Advanced degree
