The purpose of this classification is to plan, execute, and finalize technology projects. Work involves acquiring resources, defining objectives, overseeing quality control, and coordinating efforts of team members, contractors and consultants to ensure timely project completion. Classification typically reports to the Manager of Information Technology.
Essential Functions:
Directs and manages project development throughout entire project. Identifies and manages project dependencies and critical path.
Defines project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders. Develops project plans and associated communication documents.
Establishes and continually manages project expectations with team members and other stakeholders.
Liaises with project stakeholders on an ongoing basis. Communicates project expectations to team members and stakeholders.
Supervises project team members and contractors. Delegates tasks and responsibilities to appropriate personnel. Influences team to take positive action and accountability for assigned tasks. Identifies and resolves issues and conflicts within project team.
Estimates necessary resources and participants to achieve project goals. Negotiates with other departments for acquisition of required personnel or resources as appropriate. Determines and assesses need for additional staff and/or consultants and makes appropriate recruitments as needed during project cycle.
Drafts and submits budget proposals. Recommends subsequent budget changes as needed.
Plans, schedules, and tracks project timelines and milestones. Delivers progress reports, proposals, requirements, and presentations.
Determines frequency and content of status reports from project team. Analyzes results and troubleshoots problem areas.
Proactively manages changes in project scope, identifies potential crisis, and devises contingency plans.
Defines project success criteria and disseminates to involved parties throughout project life cycle.
Conducts project post mortems. Creates recommendations reports to identify successful and unsuccessful project elements.
Operates a personal computer and general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
Experienced in supporting RICEFW.
Experience in managing project or department P&L.
Experience leading in matrix organization and without formal authority.
Basic to intermediate understanding of Esri GIS geographic information system and OpenText
ECM enterprise content management solutions is preferred.
Strong writing, mentoring, decision making, communication, and meeting facilitation skills;
Ability to utilize a combination of formal authority and persuasion skill sets.
Ability to train and mentor project managers or teams in project management methodologies.
A clear vision of what determines a successful project for the consumer and organization.
Comfortable working with outsourced support organization different vendors for different application functions.
Performs other related duties as required.
Minimum Qualifications:
Bachelor’s degree in information technology, business administration, or closely related field; supplemented by five 5 years previous experience and/or training that includes information technology and project management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Knowledgeable in the design and support of high availability virtualized architectures, and data center cloud services. In depth project management experience, with PMP or other industry project management certifications. Utilities industry experience preferred. Must have a valid driver’s license.
