Assist and support the Company’s fiscal activities, including, but not limited to: day-to-day operation of the accounting system and staff; provide financial reporting services; provide analysis of operations, budgets and grant management; direct the completion and review of various cost reports and other state reporting requirements; direct and oversee the company external fiscal audit; direct and oversee various other entity level audits; ensuring compliance with all applicable Federal, State and local laws, standards and requirements; monitor and ensure the Company’s fiscal procedures meet generally accepted accounting principles (GAAP); monitor and ensure the general ledger reflects accurate allocation of expenditures and revenues; recruit, interview, hire, train, evaluate and discipline assigned employees; effectively communicate with company-wide personnel and external stakeholders; complete required tasks and documentation within established timelines. Position types/titles supervised include: Senior Accountant, Grant Accountant, Cost Accountant, Staff Accountant. This position ensures all activities support the mission, values, and goals of StarCare Specialty Health System.

Hours: This is an EXEMPT position, with normal work hours from 8:00 am- 5:00 pm, Monday through Friday with additional hours as needed to support the Accounting Department.

Qualifications

Master’s degree from an accredited college or university, with specialization in business administration, public administration, accounting, finance, health care administration, or health organization management, with five (5) years of progressively responsible technical and administrative experience in accounting or finance, and licensed as a Certified Public Accountant (CPA) or eligible to take the CPA exam within 12 months or willing to obtain CPA license within 12 months. Position requires extensive knowledge and skill in the operation of Microsoft Word, Power Point, Excel & Access. Must have valid Texas driver’s license, personal auto insurance and be insurable under the Company’s liability insurance. Knowledge and understanding of lay board governance, legislative processes and public accountability systems; knowledge of behavioral health/health care systems and/or managed care systems; knowledge of public/governmental accounting principles; knowledge of state and federal legislation, statutory and regulatory requirements, including but not limited to Generally Accepted Accounting Principles, Uniform Grants Management Standards, Office of Budget Management Circulars 133 and A-87; ability to communicate effectively, both orally and in writing; ability to organize, prioritize a variety of assignments and manage time effectively; ability to plan, assign and monitor work.
