What would you be doing in this role?
The Assistant Director of Network Services provides leadership and strategic planning to fulfill the delivery, implementation, and operation of highly-reliable and cost-effective statewide telecommunication and network services for more than 100 state agencies and local government municipalities. This includes responsibility for the successful operation of the Network Services Division, which manages the state of Washington’s voice, video, firewall, and data communication networks.
In addition to providing executive direction and guidance to the business units within the division you will ensure that each service area provides technology services consistent with the WaTech mission and the Governor’s vision for an efficient, technologically enhanced government.
You will:
- Ensure WaTech provides uninterrupted service 24 hours a day, seven days a week.
- Develop direction with statewide applicability on network, network security, and telephony issues.
- Lead multi-agency projects that combine technology investments and benefit state government overall.
- Be responsible for incident management of any service level issues and outages with these services.
- Participate in the rate-setting process for WaTech service offerings assuring pricing is competitive with the private sector and affordable for many customers with diverse funding sources and constraints.
- Manage vendor relationships and contracts to ensure appropriate levels of support while obtaining maximum value.
- Identify problematic areas and implement strategic solutions to prevent service disruptions.
Here’s what we are looking for:
- Bachelor’s degree in Management, Business, Engineering, Computer Science or a related field or equivalent combination of education/experience.
- Expert level knowledge of principles and techniques of telecommunications, technology, information processing, and financial management.
- Ten (10) years progressively responsible management experience including five (5) years in the delivery of services to a diverse customer base.
- Ability to organize staff and manage information technology programs, provide leadership in problem solving and strategic planning, and interact effectively with executive level customers.
- A minimum of five (5) years’ experience as a supervisor or manager in an enterprise Information Technology shop with an annual budget of at least $10 million.
- Proven success in providing IT products and services to a large agency or organization.
- Ability to develop cross team synergy within the agency.
- Experience negotiating contracts valued more than $2 million.
Skills to:
- Lead and manage high-level managers, subject matter experts and technical staff.
- Provide strategic advice to agency executives enabling WaTech and Washington State to fulfill its technology initiatives.
- Communicate both at the executive and technical level, anticipate problems and formulate mitigation strategies.
- Provide leadership and direction to managers within WaTech and external customers regarding the implementation of technology services.
- Communicate effectively with external and internal stakeholders including customers, vendors, WaTech management and staff.
- Excellent public speaking and formal presentation skills to prepare and deliver executive presentations to various and diverse audiences.
- Collaborate with agency executives regarding organizational strategy.
- Oversee the delivery of services to all operational units.
- Participate fully in the leadership team for the agency.

An ideal candidate may also have these desired qualifications:
- Master’s degree in Management, Business, Engineering, Computer Science or a related field.
- Ten years progressively responsible management experience including five years in the delivery of carrier-class telecommunications services to a diverse customer base.
- IT related certifications.
- Project Management certifications.
- Experience maintaining internal control principles and requirements.
- Familiarity with the structure, functions, operations and protocol within state government.
- Experience interpreting and applying Civil Service, Exempt, and WMS Rules.
- Knowledge of the Washington state Office of Financial Management policies and procedures.
- Lean / Six Sigma certification.
