This position is currently located in Centennial, CO, but will relocate to Denver, near Pena Blvd. and Tower Road, in February 2020.
Position Purpose:
The Vice President of Finance and Government Compliance will play a key role in the accounting functions, internal control processes, government compliance and management reporting to ensure compliance with governmental accounting regulations and the corporate-wide fulfillment of the finance and accounting fiduciary obligations imposed by federal, state and local laws and regulations. The Vice President has extensive experience in government contract accounting, Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and project accounting. This position is also responsible for providing management with timely, accurate financial and management information and with the results of corporate inquiries which assure the corporation wide satisfaction of finance and accounting fiduciary obligations.
Essential Functions and Responsibilities:
- Ensures accounting practices comply with Generally Accepted Accounting Principles (GAAP), FAR and CAS
- Establishes and maintains accounting systems, policies and procedures for the corporation and directs the accounting process to insure full compliance with federal regulations and cost accounting standards, generally accepted accounting principles and corporate requirements both in the valuation of assets, liabilities, and parentâs investment, and in the determination of costs and profit and loss.
- Develops and maintains the procedures and operating systems to generate financial statements in a timely manner which properly reflect the current financial condition of the company.
- Designs, implements and administers the systems which provide management with accurate management information upon which management can base critical decisions associated with running FlightSafety Services Corporation.
- Executes the Finance Departmentâs portion of the Operating Plan and Budget.
- Supervises the preparation of the compilation of budgets for direct, indirect and company-wide activities.
- Supervises the preparation of monthly variance reports and the analysis and reporting of explanations of the variances.
- Plans and supervises studies and analyses of costs to measure financial performance, support long-range financial planning and facilitate budgetary actions.
- Responsible for Gross Receivables, Unbilled Receivables, Accounts Payable, Payroll, Billing, Inventory, General Ledger and Journal Entries.
- Responsible for revenue recognition.
- Drives an accurate and timely month end close process
- Maintains accounting policies and works closely with Pricing, Program Control, Contracts, Purchasing and Financial Planning to maintain consistent and compliant practices across the organization.
- Partners with operations group to ensure inventory valuation and count accuracy.
- Manages physical inventory and fixed asset audits
- Responsible for review and approval of account reconciliation review and making recommendations in improving the overall process.
- Works with offsite accounting support to ensure accuracy and understanding of transactions.
- Leads improvements in working capital and provides meaningful metrics to the organization.
- Responsible for maintaining Accounting policies and procedures. Must establish desk instructions for month end close process, quarterly and annual routine submissions to corporate office.
- Responsible for the maintenance of the Cloud Access Security Broker (CASB) Disclosure Statement
- Reviews and approves annual incurred cost proposal.
- Oversees activities in the preparation and submission of audit and tax packs, quarterly variance reporting, quarterly roll-forward reporting, annual surveys and all other reporting deadlines.
- Manages internal and external audits in support of Government Compliance.
- Provides guidance and counsel to divisions and departments regarding internal control aspects of policies and procedures.
- Reviews and approves bids and proposals
Knowledge, Skills and Ability:
- Ability to fluently read, write, speak and understand English.
- Ability to communicate effectively both verbally and in writing.
- Ability to work well under pressure and exercise a high degree of initiative and responsibility.
Basic knowledge of computer spreadsheets, word processing software and projects scheduling systems.
Education and Formal Training:
Bachelor’s degree in Accounting, Business Management, Finance, or closely related discipline.
Experience:
- 10 years of relevant professional and industry experience related to FAR/CAS compliance, Forward Pricing Rate Agreements (FPRA), Audit support, and Government Compliance. Experience with designing indirect rate structures to incorporate the strategic vision of the company that maximize cost recovery. Demonstrated expertise in successfully managing DCAA (government) audits from ICS submission through negotiating final indirect rates with government stakeholders. Experience with other government audits such as DCAA floor checks, business systems, CAS and post award is a plus.
- Self-starter with strong communication skills and the ability to function independently, meet deadlines and achieve commitments. Experience presenting, negotiating and problem-solving complex concepts with a wide variety of internal and external stakeholders. Demonstrated flexible approach to work, an understanding of working collaboratively on a team, and the willingness to be an active and supportive member of a cross-functional team.
Preferred Qualifications:
Certified Public Accountant (CPA).
