Vice President for Administration and Finance – Rogers State University:
Reporting to the President, this role serves an integral member of the University’s leadership team. The Vice President for Administration and Finance oversees the annual budget, while ensuring fiscal management, facilities management and personnel management across the institution. As a member of the President’s Council, the Vice President for Administration and Finance works collaboratively with other members of the Council to fulfill the University’s mission, ensure financial stability and promote an environment of continuous improvement.
The division of Administration and Finance serves the entire campus – including administrators, faculty, staff, students and visitors – by providing the following essential administrative services:
- Budget & Accounting
- Bursar
- Payroll
- Human Resources
- Physical Plant
- Print Shop, Mail Room & Archives
- Purchasing
- RSU Police Department
- RSU Public Television Station
- Contracted areas (e.g. bookstore, food service, vending, janitorial)
Reports to: University President
FLSA: Exempt/Professional Employee Designation
Office Hours: M-F 8:00a-5:00p, and as needed
- Evidence of ability to handle increasing responsibility in areas related to budgeting, accounting, capital planning, financial controls, and financial reporting
- Demonstrated capacity to undertake facilities and institutional master planning
- Knowledge of higher education financial budgeting, accounting, rules and regulations
- Certified Public Accountant (CPA)
- Experience developing and implementing initiatives that contribute to the sustainability of the University
- Experience with higher education budgetary processes, and operational and accountability measures
- Demonstrated creativity, innovation, and entrepreneurship in revenue generation
- Interest in, and commitment to, community engagement
- Bachelor’s degree in Business or related field
- 10+ years’ experience in progressively responsible positions in administration and finance

- Provide vision and leadership for the division of Administration and Finance
- Advise the President and other key members of University leadership on financial planning budgeting, cash flow, investment priorities, and policy matters
- Maintain continuous lines of communication, keeping the President informed of all critical issues
- Provide oversight and stewardship of fiscal, human, and facilities resources
- Ensures quality service from all departments in Administration and Finance
- Participates in or leads committees as directed by President
- Oversee University’s Medical & Life Insurance Trust
- Ensures timely and accurate budge analysis and financial reporting
- Exercises broad supervision of restricted and unrestricted funds to ensure sufficient fiscal controls to safeguard institutional funds while allowing the institution to accomplish its mission
- Assists in the preparation and control of the University budget
- Assists in developing student fees and payment policies and procedures
- Plan, coordinate, and execute capital equipment request process
- Provide oversight and improvement strategies for administrative and operational, accounting, budgeting, employee benefit plans such as retirement plans, health insurance, dental insurance, long & short-term insurance, payroll, accounts payable, purchasing
- Maintain current knowledge of and implements changes based upon University and Board of Regents policies and procedures, federal and state policies and procedures, and current accounting practices that directly or indirectly impact the University
- Provide oversight for required internal, external or special audits
- Assume other duties and responsibilities as assigned by the President
- The ability to work constructively and effectively with the academic community, system, and state officials
- An effective, balanced, and collaborative leadership style that combines a capacity for strategic vision with technical experience in financial management
- Adherence to strong ethical principles of financial management
- Demonstrated commitment and ability to work with a diverse group of students, faculty, staff and constituents in support of campus and department mission
- Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interact with senior management, Board of Regents, state and public officials, staff and community leaders
