Department: Engineering Services / Project Management Division

Location: New Port Richey

General Description: Responsible advanced clerical and accounting work. Duties include individual responsibilities as well as coordinating with a staff of engineers and supervision of support staff.
Essential Job Functions: Supports engineers and staff in the preparation of design and construction contracts and Bid Documents and the administration of same. Coordinates with other departments to advertise construction projects. Compiles, dictates and prepares Board of County Commissioners (BCC) agenda items and documentation and tracks agenda for approval. Maintains professional engineer and construction account records and processes contracts and applications for payment. Maintains records and prepares status reports required to track insurance coverage, contract bonds, and environmental permits. Processes pay requests and change orders. Prepares intermediate reports as required. Assists in processing of final pay requests, final project costs, and the closing-out of projects. Prepares routine documents, letters and memoranda. Is able to relieve the schedule of the supervisor. Reviews bids for errors and prepares documents for bid award by the Board of County Commissioners (BCC). Assists staff to prepare Bid Documents and coordinates with other departments to advertise construction projects. Coordinates contract requirements needed for issuance of Notice to Proceed. Prepares spreadsheets and cost analyisis of roadway and bridge project costs over an extended time frame. Prepares permit applications, submits additional information to obtain project permits. Oversees FDOT LAP contract requirements, and performs as resident compliance specialist (RCS) on Federally funded projects. Oversees Southwest Florida Water Management Department (SWFWMD) and DEP permits for roadway construction projects. Provides support with Public Involvement activities. Performs related work as required.
Knowledge, Skills and Abilities:

  • Knowledge and understanding of professional engineer and construction contract documents, including the ability to interpret, monitor and process bond and insurance certifications, pay requests, change orders, and other project cost accounting.
  • Knowledge of business English, office procedures, engineering and construction terms.
  • Ability to interpret requirements, regulations, and policies of the Engineering Services Department.
  • Ability to research and maintain records and independently prepare permit applications, agendas and reports.
  • Ability to make arithmetic calculations with speed and accuracy.
  • Ability to maintain efficient working relationships and effectively communicate with County staff and the public.
  • Ability to operate a computer, including Windows, Word, Access, and Excel.

Minimum Requirements: PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma. Four (4) years of progressive experience in paving assessment, project management, construction, or in a related engineering or public works environment, including two (2) years of experience in a governmental or regulatory agency.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver’s license.
