What you’ll do

As a Sr. Program Manager/Scrum Master you will provide direction to development teams establishing integrations with Partners. This requires working with our partners to establish bidirectional data exchanges between disparate systems to support administration, improve operations, and enable learning across the enterprise. You will establish and oversee the development of workflow/data exchanges and ensure that development team(s) have the necessary information to execute on a daily basis.

You will use planning and retrospectives effectively to make process adjustments that optimize both their performance and their sense of purpose. You’ll provide alignment with Partner representatives to ensure expectations, deliverables, and timelines are met, as well as ensure accuracy of data exchanges, clarify business needs, surface insights, and communicate metrics to other stakeholders.

This is a unique and exciting opportunity for several reasons:

As part of this effort, you will bring to the Lean and Agile development practices that have been proven so successful for private sector digital product development.

Responsibilites:

  • Establishing a Agile workflow for the teams you will collaborate and support.
  • Business Partner needs, ability, and capacity to execute.
  • Drive the definition of the business needs for both the “sending organization” and “receiving organization.” Describing a bi-directional flow of data necessary to ensure a proper operational support solution and the business value for the Agency Partner. Ensure regulatory data handling needs are defined, understood, and implemented appropriately.
  • Oversee each Business Unit integration development and maintain the project tracking and management tools, ensure Risks, Assumptions, Issues, and Decisions are documented and communicated, and provide leadership with recommendations and issues.
  • You’ll work with each Business Parnter separately to establish and maintain a delivery plan, sprint plan, user story backlog, and provide alignment between the development team and the development / project team. In addition, where necessary, manage the allocation of development resources to support the integration development on the “Business end” of processing.
  • Constantly polling the needs of the user, the scope of stories and epics, and the technical hurdles that need to be overcome to deliver those features.
  • Communicating the state of progress to all stakeholders on a daily basis.
  • Communicating with the Commonwealth Agency Partners on a daily basis.

Requirements:

  • Strong interest in the challenges of public-sector service design.
  • Demonstrated experience in a role with similar responsibilities where you implemented a solution leveraging) data, business processes, and operational processes that were external (to the project) or managed by an different organization within complex operational environments.
  • Demonstrated experience in implementing new business processes and solutions within complex / matrix organizations.
  • Demonstrated experience in defining business and technology data exchange needs, operational support processes, management metrics, and identifying gaps to ensure quality of operations.
  • Intimate knowledge of both waterfall and Agile Scrum methodology and related project management tools.
  • Ability to communicate effectively with a variety of stakeholders in meetings, presentations, and other.
  • Strong organizational, multi-tasking and critical thinking skills as well as attention to detail and commitment to quality and accuracy
  • Strong business relationship management experience aligning scope, timelines, budgets, issues, and other.

Preferred

  • Experience managing federal grants and/or projects related to strategic planning, IT system development, or business process redesign strongly preferred
  • Experience in delivery with matrix-based project teams within large/complex organizations is strongly preferred
