JOB DESCRIPTION:

The Associate Vice President for Research Administration reports to the Vice President and Chief Research Officer and oversees all university medical center-wide research administration-related activities. Responsible for developing and implementing service-oriented processes and a robust infrastructure in support of UTMB’s rapidly-expanding research programs. Working closely with the Deans, Institute and Center Directors, clinical and basic science departments, and the Health System’s senior management, responsibilities include assuring that a comprehensive research infrastructure is in place that will strengthen and streamline all key functional areas that support individual researchers, departments, and Schools, and that will enhance UTMB’s research activity and preserve academic and financial integrity. Develops and sustains a balance between a high level of client service with research faculty with an unusually high level of operational efficiency while fostering a culture of informed, self-directed compliance with institutional, federal and sponsor regulations.


Salary Range

Salary is commensurate with experience.


Specific Job Related Duties

  • Develop a plan for Research Administration that is comprehensive in meeting the needs of multiple constituencies
  • Leads, manages and holds institutional responsibility for research infrastructure and services including the following units: Research Services, Clinical Research, Info Ed Systems Support, award management and Research Training and Education
  • Establish a strong customer-focused approach to researchers that balances proactive outreach, responsiveness and sound fiscal management
  • Serves as UTMB “face” for research administration engaging in the Medical Center, UT System, federal, and national initiatives
  • Directs the implementation and communication of policies pertaining to research administration
  • Directs the development and reporting of metrics for purposes of assessing UTMB’s sponsored program health
  • Establish new approaches to identifying and improving funding opportunities for faculty
  • Develop and implement policies, procedures and systems that assure the integrity of the institution, protect the safety and welfare of employees and research subjects, and promote compliance with all regulations governing the research process
  • In conjunction with other UTMB offices, maintain appropriate accountability in managing research spending to ensure financial compliance in sponsored projects
  • Work with Executives, Chairs, and Investigators to facilitate development and maintenance of research programs
  • Monitor and respond to customer needs and any changes in the research mission
  • Develop and monitor the annual fiscal year budget for Research Services Administration
  • Oversee the recruitment, retention, and development of Research staff
  • Work carefully to provide appropriate data and reports to support research faculty and strategic institutional planning for research activities
  • Assist investigators with the identification of and compliance with regulatory requirements
  • Continuously monitor processes to ensure customer satisfaction
  • Maintain a well-trained and service-oriented staff
  • Function as an advocate for UTMB research program
  • Lead /co-lead, or serve as member, on institutional research committees
  • Identify appropriate internal controls for department and provide mechanisms to monitor and enforce compliance


KNOWLEDGE / SKILLS / ABILITIES:

  • Breadth and depth of knowledge of management principles; excellent organizational and management skills; analytical ability to organize and present data and information for senior administration that demonstrates trends, progress to goals, space utilization dollar per square foot, profit and loss for research enterprise, and other key metrics
  • Sound working knowledge of research administration and relevant trends, including federal and other sponsor regulation governing grant and contract administration, including Federal Acquisition Regulations, and the laws and procedures regarding industry contracts, clinical trials and intellectual property
  • Sound knowledge of the laws, regulations, and policies related to the protection of human subjects, animal welfare, conflict of interest, and scientific misconduct
  • Sound knowledge of 2CFR200, and other sponsor funding regulations
  • Excellent leadership skills in supervising staff, delivering service to researchers, and leading teams through business process improvement and organizational change initiatives
  • Excellent leadership and interpersonal relationship skills, acting as an influential member of the faculty and succeeding through influence as well as authority
  • Knowledge of, and ability to function in, a collaborative/participatory management environment
  • Proven track record of engendering confidence and in working effectively with individuals at all levels of the organization
  • Ability to develop, implement, and maintain major initiatives within a highly complex academic and research environment
