    Duties

    Summary

    THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION

    This position is located in the 113th Operations Group located on Joint Base Andrews, MD. The purpose of this position is to function as the Unit Deployment Manager ensuring personnel are qualified and ready to meet Air Expeditionary Force requirements.

    Responsibilities

    As a(n) UNIT DEPLOYMENT MANAGER (TITLE 5), GS-0301-9, you will perform but are not limited to the following duties:
    Plans, organizes, and oversees all unit level deployment activities. Configures and maintains functional Unit Type Codes (UTCs) as postured by MAJCOM FAMs (Functional Area Managers) using available unit assets. Notifies the wing Installation Deployment Officer (IDO) and MAJCOM FAM for remedial action when UTCs cannot be supported due to changes in manpower or equipment. Monitors UTC/Unit Manning Document (UMD) authorizations and notifies senior management/applicable offices when mismatches are identified. Using established guidance, develops and implements home station military workload mitigation plans to maximize deployable capability. Reviews all deployment related documents for applicable equipment and personnel tasking’s and identifies the units total deployment requirements. Works closely with unit personnel to tailor packages as required to meet exercise and contingency deployment actions. Utilizes Logistics Module (LOGMOD) to monitor and track unit status during deployments and exercises. Plans and schedules personnel deployment/redeployment processing within the Installation Personnel Readiness (IPR) office and ensures a smooth and orderly flow of deployment personnel. Ensures continuing support for communications requirements are accomplished throughout the deployment duration. Performs UTC development, management, and maintenance activities. Where applicable, ensures deployment equipment and supplies maintained are in a constant state of readiness. Coordinates personnel/equipment movement requirements with IDO and with Traffic Management Flight for scheduled Air Expeditionary Forces (AEF) deployments. May be required to manage and operate the Unit Deployment Control Center (UDCC) during exercise or contingencies. Performs analysis activities. Establishes metric and system analysis systems for unit and higher level management to assess the efficiency, effectiveness, and compliance with regulatory procedures. Analyzes the combat capability of unit through intensive evaluation of training, equipment status, manning, and unit supervision. Reviews data to determine deficiencies, if any, and directs or performs appropriate corrective actions. Assists/Manages status of reporting to include unit’s Air Force Input Tool (AF-IT), Defense Readiness Reporting System (DRRS) and AEF Reporting Tool (ART) reporting requirements. Submits reports which reflect the unit’s ability to meet wartime mission requirements. May initiate studies, changes, and validation actions concerning UTC effectiveness when required. Assist MAJCOM FAMS in conducting analyses to determine the wartime readiness of their functional area. Provides manning and material reports to functional managers on UTC make-up to meet contingency and peacetime mission requirements. Evaluates and recommends deployment package make-up and support requirements as required for each deployment tasking.

    • NATIONAL GUARD MEMBERSHIP IS NOT REQUIRED. This is a Title 5 Excepted service position that does not require military membership.
    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
    • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
    • Incumbent may be required to work other than normal duty hours to include evenings, weekends, and/or holidays.
    • Shift work and overtime may be required.
    • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

    GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
    SPECIALIZED EXPERIENCE: Must have one (1) year of specialized experience equivalent to the GS-09 level in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
    OR
    Master’s or equivalent graduate degree in any field of study.
    OR

    Two full years of progressively higher level graduate education leading to any field of study, LL.B. or J.D., if related.
