Job Goal: Provide leadership for the coordination, evaluation and continuous improvement of the District’s Special Education and Pupil Services Programs.

Essential Responsibilities/Job/Position Description:

  • In collaboration with the Executive Director of Curriculum, Instruction and Professional Learning, prepares the District’s Plan for Special Education every two years.

  • In collaboration with the Executive Director for Curriculum, Instruction and Professional Learning, makes recommendations for professional growth and development of PPS staff.

  • Sets goals for the special education and pupil services program.

  • Prepares plans for goal implementation, leads and administers the program, and evaluates the results in accordance with Federal, NYS, and District guidelines and expectations.

  • Serves as the District’s CSE and CPSE Chair.

  • Maintain compliance with Part 200 of the Regulations of the NYS Commissioner of Education.

  • Completes reports and grants associated with Special Education and ELL services as required by the State Education Department and federal government. This includes reporting, verifying and certifying all Special Education student data through SIRS and the SED PD System.

  • Ensures that all Medicaid and STAC services are recorded and reported monthly via ERSS Service Providers.

  • Assist in the preparation and implementation of the Special Education and Specialized Services budget.

  • Represents the District at Pupil Personnel meetings.

  • Keeps the Executive Director of Curriculum, Instruction and Professional Learning and the Superintendent of Schools informed about plans, programs, and activities of special education programming needs, related pupil services, and ERSS in a direct and timely manner.

  • Monitors residency and is responsible for district-wide tutoring, IDEA, ADA, 504, and Title IX compliance.

  • Reviews 504 Plans with respective School Psychologist.

  • Collaborates with Principals on Elementary and Secondary transition planning requirements for students with disabilities.

  • Manages all potential Special Education litigation and apprise the Superintendent of the status of all pending legal issues.

  • Performs other duties as assigned by the Executive Director of Curriculum, Instruction and Professional Learning and the Superintendent of Schools.

Supervises:

  • Special education teachers, School Psychologists, Speech-Language Pathologists/Therapists, Physical Therapists, Occupational Therapists, Classroom/1:1 Aides and, Teacher Assistants in the Special Education Department.

  • The School District’s Physician and Nurses

  • Personnel from other organizations

Evaluation:

  • Performance will be evaluated annually in accordance with the provisions reflected in the 2012-13 agreed upon Annual Professional Performance Review (NYSED 3012-d).

Terms of Employment:

  • Twelve-month position. Salary and fringe benefits established by the Board of Education and the negotiated agreement between the Superintendent of Schools and the East Rochester Administrators’ Association.

  • Deep knowledge of educational issues and related social, budgetary, and political implications.

Education and Experience:

  • The Director of Pupil Personnel Services must have a minimum of ten years combined teaching and administrative/leadership experience, a Master’s Degree from an accredited college or university in an educational field, possess valid NYS Special Education and NYS School District Administrator (SDL/SDA) certification, and have experience as a special education teacher, and CSE Chairperson, preferably at the district level.
