Job Description

General Role Description

This individual demonstrates a strong proficiency with estimating services. The Director of PreCon takes ownership and leads in the preparation of a complete estimate/proposal identifying risk, opportunities and maintaining a win strategy. The Director of PreCon must be capable of managing the estimating process on multiple projects. This person possesses the skillset to execute a successful bidding process from invitations to bid through project award. This role will coordinate with the team in the interest of confirming and completing the scopes of work while proactively developing estimates. This role will maintain and strengthen positive relationships with clients, stakeholders, consultants, subcontractors and vendors.

High Level Key Responsibilities

Business Development

o Participate in the Customer Share Process – focused on existing customers/growing existing business

o Participate in Project Pursuit Approaches

o Contribute project specific content to RFPs

o Participate in the project interview process

Estimating

o Review project and developing a winning strategy

o Set up estimate/scope assignments, reviewing due dates with the team

o Set up and manage a detailed plan flip and spec review

o Cultivate Owner, Architect, Subcontractor and Vendor relations

o Ensure 360 post construction reviews against the original estimates are being done

o Coordinate the creation of budget models and preliminary schedules that may be required prior to contracting with customers

o Collaborate with Operations to establish a thorough logistics and general conditions budget

o Assist staff in understanding aspects of project (means, methods, logistics, resources)

o Confirm subcontractors are pricing the projects according to our assumed logistics plans and budget

o Review costs and general information on select preliminary estimates to ensure accuracy and completeness including subcontractor coverage, contract document errors and omissions, competition, inherent risk and rewards, and general conditions

o Qualification of subcontractor’s capability to perform work, prior performance, financial strength, reputation, responsiveness, references, and bonding

o Bid-closing

o Post-bid reviews

o Implement modifications to estimating cost data from ongoing job reporting and post-job reviews

o Project handover to Operations

o Oversee bid day operations

o Develop and maintain historical cost database

o Perform detailed and accurate quantity survey and takeoffs

o Soliciting qualified subcontractors, suppliers, specified manufacturers

o Set up and manage invitation to bid (ITB) process

o Distribute and manage bid/pricing documents and addenda

o Manage bid/pricing RFIs

o Review subcontractor/trade bid scopes and analyze bid recaps

o Develop and maintain strategic long-term relationship with key subcontractors

o Review and negotiate subcontractor bids in order to select the most cost-effective option

o Review plans and spec in details to capture scope gaps and risks

o Initiate, review and finalize subcontractor pricing

o Write up clarifications for assigned scopes

o Assist in the preparation and presentation of the estimate/proposal

o Take a lead in the development of a conceptual estimate for existing or new clients

o Mentor other estimators to adhere our best practice and achieve performance excellence
