The City of Johnson City, Tennessee is accepting online applications for a Director of Budget & Performance Management. The employee performs difficult professional and administrative work coordinating the capital improvements program and the annual city budget process through collection and analysis of departmental budget request; prepares the annual budget document; coordinates the annual productivity improvement process through collection and analysis of departmental data on productivity improvement and cost efficiency; does related work as required. The duties of this class involve responsibility for budget analysis and preparation as well as coordination of the annual productivity improvement process. The Director of Budget and Performance Management reviews all reports for appropriation from city departments and compares those requests with revenue anticipated for the fiscal year. The proposed budget is then compiled for presentation to the Board of Commissioners with a budget ordinance drafted, accordingly upon final approval of the ordinance the budget is adjusted and prepared for publication of annual document. This position monitors departmental expenditures on a quarterly basis and reports to the City Manager the expenditure trends of municipal departments. Work related to both budget and productivity improvement is performed with considerable independence in accordance with guidelines and procedures established by both the Assistant City Manager and by city charter. The position works with senior staff in long-range financial planning and debt management. The position reports to the Assistant City Manager.

Requirements for Education & Experience: graduation from an accredited college or university with a degree in business, public administration or accounting and considerable experience in budget analysis and financial management; Masters degree in related field desirable; or any equivalent combination of experience and training that provides the required knowledge, skills and abilities. Pre-employment physical, drug screening and background check required.
