The Federal Reserve Banks are developing a new interbank 24x7x365 real-time gross settlement (RTGS) service with integrated clearing functionality. When available, the FedNow Service will help enable financial institutions to deliver end-to-end faster payment services to their customers. With the FedNow network, customers can send and receive payments any time, any day, anywhere, and have full access to those funds within seconds.
Position Summary:
Responsible for developing and executing on the operational strategy for the FedNow Operations team in National IT. Provide strategic direction and develop operating plans to achieve goals and objectives for FedNow Operations. Support and execute major programs and System-wide initiatives. Ensure performance supports the overall mission.
Principal Duties and Responsibilities:

Develops the operational strategy and implementation for the FedNow National IT Operations team that requires high availability and resiliency. Operational strategy must also include the integration into our enterprise operations teams and system tools to drive simplicity, efficiency of resources, and business continuity.

Responsible for the overall FedNow effectiveness and efficiency of complex environment(s) leveraging cloud technologies, ensuring high-levels of availability, currency and resiliency are maintained. Responsible for the close integration to the application teams in a DevOps model to ensure operational excellence is maintained through the planned technical partnership.

Oversees the development and maintenance of business continuity and disaster recovery for this ecosystem.

Provides executive-level leadership for incident management, resolution, and performance issues to ensure the timely isolation of issues and restoration of services.

Implements continuous improvement and cost savings initiatives to continually enhance capabilities or reduce the cost of existing infrastructure services.

Establishes cloud-centered metrics to measure effectiveness, proactively monitor and determine security posture of the environments and integrations into other hybrid environments.

Accountable for maintaining a well-controlled environment, including change management, inventory and configuration management.

Responsible for production readiness evaluations and acceptance of systems and services in to the production environment.

Responsible for change and job scheduling processes to manage risk and impacts to the operations teams.

Accountable for first and second level support activities in the incident identification and resolution processes
Position Requirements:

Strong communication skills, as well as outstanding presentation and persuasion capabilities, with exceptional management presence that elicits confidence and credibility. Ability to communicate effectively across a wide group of people and audiences. Strong judgment, relationship building skills, and excellent management and coaching skills.

Working knowledge of Information Technology industry to lead business line or multiple departments. As a key part of the National IT leadership team, provide broad perspective and thought leadership to develop and implement key strategies and critical business priorities at the System level. Strong networking and relationship management skills.

Demonstrated ability to lead a team and develop and implement long term goals and operating plans. Ability to influence change and lead management teams through changing work requirements and priorities, demanding deadlines, operational crisis situations, as well as being able to keep pace with multiple concurrent initiatives.

Able to effectively navigate and achieve results on initiatives that have both a cross-functional and cross-district impact. Ability to effectively convey complex, sensitive issues and communicate to a variety of audiences including technical staff, peers, as well as senior management, and oversight bodies.

Ability to handle sensitive and confidential matters with the appropriate level of judgment, discretion, and maturity.
Education/Experience:
Five (5) to seven (7) years of leadership experience in progressively responsible roles in a demanding environment. Strong and inspirational leadership skills and ability to effectively manage high performing staff. Professional experience in applicable discipline and demonstrated experience in evaluating significant IT processes and maintaining a robust Information Technology control environment for a complex IT organization. 3+ years in developing cloud operational strategy and proven implementation of a cloud operations team.
