This employee performs a variety of administrative tasks involving the management of a division or section of a city department. Responsibilities include ensuring compliance with divisional and departmental policies and procedures, initiating direction for all activities within the division or section, and supervising and monitoring the activities of subordinate personnel. Performs related duties as required.
The Department
The Office of Performance and Data Analytics is small, fast past team charged with working with the City Manager to establish a comprehensive, integrated performance management program for the City that includes Performance Management Agreements, a CincyStat program, and an Innovation Lab focused on streamlining municipal processes. The intent of the program is to have a cumulative impact of delivering better, faster, and smarter services.
The office partners with departments to measure performance, evaluate success and identify areas for Improvement with the focus on the follow initiatives:
- Performance Management Agreements – annual agreements between the City Manager and Department heads establishing priorities, goals, objectives and measures to track and evaluate performance
- Innovation Lab – designed to gather front-line personnel to address some of the City’s most challenging operational and customer service issues
- CincyStat Meetings – regular performance management sessions between the City Manager
- and department leadership using data-driven analysis to discuss performance, identify problems, diagnose causes and invest resources to solve issues
- Open Data Portal – the City’s web portal to which datasets are published daily (or more often, for some datasets)
- CincyInsights – an interactive open data dashboard portal, designed to make open data more user friendly, interactive, and palatable for all users, regardless of background or user experience

Qualified applicants must meet all criteria in one of the following requirements:
A minimum of five years of supervisory/management-level professional work experience with a Bachelor’s degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or a related field .
OR
A minimum of three years of supervisory/management-level professional work experience with a Master’s degree in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources or a related field.
OR
A minimum of two years of experience as a Senior Management Analyst, Senior Administrative Specialist, Senior Human Resources Analyst or similar classification with the City of Cincinnati. Additionally, each applicant must have a Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration, Political Science, Management, Budgeting, Finance, Accounting, Economics, Human Resources, or a related field. A Master’s Degree in one of the above fields may be substituted for one year of experience.
Preferred Qualifications:
Bachelor’s degree from an accredited college or university with an emphasis in project management.
- Experience as a team member or manager on large scale projects, preference from projects related to local government, technology, and/or process improvement.
- Experience using project management processes and tools.
- A minimum of two years of experience in team facilitation, preferred strength in change management.
OR
Master’s degree from an accredited college or university with an emphasize in project management, information technology, IT science, IT systems, computer science, MBA or other related field.
- Professional experience managing complex projects that include the implementation of information technology systems.
- Experience facilitating teams on complex and challenging topics to work toward a positive resolution.
- Experience tracking and reporting on project status including scope, schedule and budget.
- Experience with replatforming and system modernization efforts.
