Plan projects and establish priorities based on Smarter Balanced’s strategic plan, and manage resources to meet project schedules, goals, and quality standards. Coordinate with senior management to review and approve recommendations for operations and development. Provide guidance to subordinates to achieve goals in accordance with established policies, and best practices.
UC Smarter Balanced is a large-scale, online assessment program that serves 6M students and 400,000 educators in California and across the nation. Governed by a consortium of member states, UC Smarter Balanced executive committee, governing board, and K-12 educators provide valuable input into the design and delivery of standardized assessment for states, territories, and Bureau of Indian Affairs. The program is organized within the division of continuing education, UCSC Extension, University of California, Santa Cruz. Qualifications / Competencies
Bachelor’s degree in related area and/or equivalent experience/training.
2-5 years of experience managing an information technology organization.
Ability to apply Information Technology theories and concepts to manage and provide solutions.
Broad working knowledge of the applications programming development function.
Ability to gather, organize, and analyze data in the completion of assignments.
Possess skills necessary to accomplish department/section objectives and address related problems and issues in an effective manner.
Demonstrated skill in managing technical staff to deliver high-availability products and services to customers.
Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
Thorough knowledge of IT systems lifecycles, IT specifications and standards, and software development including Application Program Interfaces, data communication protocols.
Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.
Experienced in leading change management activities and managing their impact across the unit or department.
Experience of analyzing buy vs. build procurement for products for effective and efficient technology use.
Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
Strong knowledge and understanding of service delivery principles.
Ability to use and apply applications Information Technology theories and concepts to manage and provide solutions.
Preferred Qualifications / Competencies
Thorough knowledge of subject area sufficient for strategic planning, technology assessment and direction.

Selected candidate will be required to pass a pre-employment criminal history background check.
Must be able to work remotely from a home office and be able to fulfill requirements of the UCSC telecommuting agreement.
Must be able to travel, when needed.
