Administrative Solutions provides services that help program areas achieve their goals. It is responsible for a number of support functions to make our agency as efficient, effective and impactful as possible. Administrative Solutions is comprised of Human Resources, Facilities Management, Performance and Strategic Outcomes, Business Technology, Emergency Management, Legal, Communications and Project Management. The Division of Project Management (DPM) has been created to support the Department in providing excellence in the management and delivery of CDHS projects. The DPM creates project management best practices and implements and oversees adherence to those standards for sustained success throughout all of CDHS. The DPM assists all offices and divisions focus on achieving their strategic business objectives through strategically organized projects, programs and portfolios.
The Project Manager creates, develops, and recommends new and innovative business processes and methodologies, in order to streamline processes, optimize efficiencies, provide enhanced customer service, increase productivity, achieve cost avoidance and align with CDHS strategic initiatives.
The Project Manager ensures that projects are justified, executed, managed and reported out on by applying project management, change management and process improvement methodology as defined in the DPM.
In addition to the duties listed, this position serves as the staff authority and subject matter expert for CDHS’s change management efforts and the program area of change management (people part of change). This position serves as the Departments change management expert.
- Formulate and manage to self-develop project schedules, priorities, progress and work plans. Identify scheduling problems while adhering to departmental focused objectives, processes and procedures, as well as ensure consistency in how projects are planned, budgeted, managed and controlled throughout their life cycle. Ensure compliance to the terms of the projects scope.
- Provide project management direction to ensure overall success of initiatives by developing project implementation plans including project business benefit, scope, objectives, schedules, deliverables, and success criteria that support Departmental goals in collaboration with management and project sponsors. Determine and proactively manage the full life-cycle of project initiatives, including overall project plan, scope, change control, risks, issues, impacts, onboarding, offboarding and reporting through standardization and best practice project implementation. Manage your project’s key client and stakeholder relationships.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelor’s degree from an accredited institution in a field of study related to the work assignment.
- Three (3) years of professional project management experience, and coaching/training others on project management, change management and process improvement methodologies.
- Experience must have included, preparing and adhering to project plans, developing flow charts and high-level dashboards, assessing risk and developing risk mitigation strategies, coaching and training, strategic planning, utilizing project management software, and developing communication plans.
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications:

4+ years in a professional project management role

Smartsheet experience

Change management or process improvement certifications a plus (ex. Six Sigma, Lean, Agile, ADKAR, etc)

4+years experience managing multiple high-stakes projects with multiple deliverables simultaneously

Extensive history using written and digital project management tools

Project management certification or eligibility within 1 year of hire
