Position Description
The Medicaid Management Information System (MMIS) Design, Development, and Implementation (DDI) project manager is responsible for performing complex project management activities and other tasks related to the takeover and enhancement of the existing real-time multi-payer system and optimization of fiscal agent services managed by a contracted vendor for Wisconsin Medicaid. The certified project manager will utilize accepted project management methodologies to track and facilitate on-time, on-scope, on-budget, and high quality project deliverables.
Monitor the budget, progress, and schedule from design through closeout of 16 in-flight projects that will enhance the MMIS.
Communicate with project stakeholders, state agency management, and other relevant parties such as federal agency partners.
Prepare high quality written project reports, updates, summaries, and other documents as assigned or needed.
Facilitate and prepare agendas for project governance committee meetings and maintain complete meeting documentation.
Identify and document project issues and risks. Ensure engagement and consultation of appropriate stakeholders to identify and implement solutions in alignment with project scope, schedule, and budget.
Identify and resolve dependencies and constraints between and across projects.
Collaborate with other project and program managers to manage project interdependencies.
Qualification(s)
Project Management Professional (PMP) certification required.
A minimum of five years of experience managing complex information technology projects.
Proven ability to manage complex initiatives with independent judgement including addressing changes in project timelines, scope, and budget.
Ability to synthesize, analyze, and evaluate complicated and technical information and translate to easily understandable and concise documents, and oral presentations for agency executives.
Skilled in fostering interpersonal relationships, working with people under pressure, negotiating among multiple parties, resolving conflicts, and establishing and maintaining effective working relationships with various stakeholders.
Knowledge of change management concepts and processes.
Knowledge of systems development lifecycle (SDLC).
Proficient with MS Project Office, Visio, SharePoint, and Excel.
Preferred skills and experience:
¡ Experience managing large IT projects for public sector agencies
¡ Experience managing MMIS or other Medicaid Enterprise Systems projects.
