DESCRIPTION:
The Alameda County Public Health Department (ACPHD) IT Department is seeking a Project
Manager to provide Project Management support from start to finish of its Client Database
Project. The primary goal of the Project is to integrate multiple applications used by various
ACPHD Departments into a single application to manage cases for ACPHD clients. This is a temporary project-based position that may end when the project is completed.
IT Project Manager (Client Database Project Implementation) ($48.00 / hour, DOE)
The Project Manager will be responsible for all phases of the project from initiating, planning, execution, testing, implementing and monitoring. The Project Manager will ensure that business process outcomes are in harmony with the organizationâs strategic goals. The ideal candidate will also focus on the entire process from beginning to end, introducing innovation into the process that can impact results, enhance revenue and assist the organization to meet our business objectives and goals. Other projects will be assigned.
TYPICAL DUTIES & RESPONSIBILITIES:
- Performs full range of technical, and administrative processes that support discovery, procurement, planning, contracting, staff training, and evaluation of the Client Database
Project and will assist database committee members and other participants with project management of the Client Database in areas such as data translation and validation, budgeting, planning, organization, community and vendor relations.
- Works closely with the practices, the implementation, and optimization organization and acts as a liaison between the vendors and ACPHD staff to ensure success of technology implementation.
- Provides technical documentation of the Project including flow charts and the technology behind the Client Database Project application.
- Able to undertake large projects with a focus on the entire process including compliance and requirements.
- Performs job duties in compliance with all local, state, and federal regulations and
Alameda county policies.
- Has experience in managing projects (i.e., software/process flow, system linkages, etc.) primarily using commercial off-the shelf solutions.
- Works with resources to ensure that system enhancements follow the appropriate IT guidelines, meet or exceed user requirements and are completed in a timely fashion.
- Manages change requests or requests for enhancements effectively.
- Maintains a positive work atmosphere with a culture of respect for others.
- Assists in troubleshooting post implementation issues for large/complex projects.
OTHER JOB DUTIES:
- Coordinate and assist user acceptance test, including reporting and documenting defects.
- Able to identify failure in process and address with IT and the business.
- Assists in the development and implementation of quality improvement of processes for
IT department and the partnering departments.
- Prepares technical reports by collecting, analyzing, translating, and summarizing information and trends.
Special Request/Skills:
- Comprehensive knowledge of full Project Management cycle including budget and resources management.
- Exceptional communication skills, both oral and written and the ability to communicate effectively with both technical and non-technical staff.
- Technical knowledge of databases such as Microsoft SQL Server and data systems and data flows.
- Training skill to provide staff with trainings of the application.
- Ability to validate and extract data and write reports from the databases.
- Familiar with web technology especially with database back end.
- Familiar with HIPAA, Health Information Exchange System and Electronics Health
Records.
EXPERIENCE:
Preferred candidate will possess 2 years of experience in Process/Project Management
(required) and a 2-4 year degree (desirable) in an IT related field (MIS, computer sciences, IT, engineering)
