A Program Delivery Manager (PDMG) supports the FEMA Public Assistance (PA) program by providing project management for infrastructure recovery efforts through creating project schedules and determining resource needs in coordination with the Program Delivery Team.
Specific Duties and Responsibilities Include:
- Following the general principles of the Project Management Book of Knowledge (PMBOK) the PDMG will create a Project Management Plan (PMP) that includes a technical portion showing:
- How work will be accomplished;
- A roles/responsibilities table;
- A communications plan;
- A quality plan; and
- A risk management plan and other plans as needed. For instance, the quality plan will indicate the review process for any estimates submitted by the PA engineer and ensure the source of pricing is indicated.
- If engineering proposals/estimates are submitted by the applicant, attention to the defined scope will be paid and any tasks outside of scope will be noted, unless it is for mitigation, in which case it will undergo further review. These tasks and others in the task order to be defined in the PMP.
- As tasks are accomplished, the PDMG will assess the processes and convene a lessons learned session to determine any good practices or issues that should be avoided or mitigated. These will then be implemented into the next Task Order.
- The Risk Mitigation Plan will include a process for elevating and submitting mitigation opportunities to FEMA for consideration. These will be tracked by the PM and will include using the Grant Management System to advantage.
- The PDMG will ensure program delivery in a timely, professional, customer-centric manner that meets all applicant infrastructure recovery priorities. The PDMG will establish a schedule of activities that will be reported to FEMA on a periodic basis. This will include a quad chart that indicates Activities, Comments, Risks, and Issues.
- Participating in local, state, federal project coordination work groups.

Minimum Qualifications
- 2 years in field of expertise (with an undergraduate degree) or 5 years in field of expertise
- Must be a U.S. citizen.
- Must be able to pass a background check to obtain a FEMA Badge (Existing FEMA Badge preferred)
- Ability to deploy to disaster area within 48 hours of notice
- Superior written, verbal, and interpersonal skills
- Proficient in Microsoft Office suite
- Strong administrative and organizational skills with fastidious attention to detail
- Proven ability to support multiple projects and tasks at once, and effectively prioritize in a fast-paced work environment to meet deadlines
