Position Overview
The Capacity Expansion Manager ensures that effective management of company and external resources is operationally effective and allows NI Global Services and the greater company to be more competitive. The CEM coordinates, plans, and schedules mid to large-sized number of professional services employees to specific client engagement projects. They also partner with internal and external teams and stakeholders to assign proper and effective resources for internal and customer projects. Using in-depth experience and expertise of personnel and project management, they provide regular input to the development of resource staffing needs and forecasts for current and incoming projects while working to continuously improve effective resource management and sharing processes and functions to drive goal attainment.

Organization
The Capacity Expansion Manager has responsibility to proactively consult with Project/Program Managers or customer-facing teams to discuss the option of leveraging partner resources. The CEM may also contact partner organizations or partner managers for less complex engagements. They often partner with Human Resources and Talent Acquisition on planning and executing candidate sourcing, whether through third party partners, or through recruiting new hires domestically and internationally. In addition, the CEM will work with HR and Talent Development to identify skills requirements of the Global Services operations to drive internal staff training and development. Their executive presence allows them the ability to work across a range of interpersonal styles and levels internally and externally.
Performance Objectives
  • Accelerate and contribute to partner relationship success: Ability to identify gaps internally at NI and externally with our partners and create a plan to effectively address those gaps to the benefit of NI and the partners. Collaborate with NI partner managers to understand the strategic agenda of our delivery partners and finds ways via building proficiency, activities, business volume, and customer outcomes to cultivate the partner’s success through broader working relationships within NI Global Services. Create and manage relationships with vendor partners who can provide staffing resources and turn-key project delivery. For each offering, manage certified partner list based upon past performance and other appropriate measures.
  • Aid in the creation of “Solution Centers” in low cost regions to increase capacity: Work with our overseas centers in Yerevan, Debrecen, Penang, Shanghai, and San Jose, Costa Rica to build out Solution Centers. Build processes that allow work to be sent into the Solution Centers and for Solution Center people to be deployed worldwide to support customer engagements. Work with local Universities to influence curricula so that we can hire “NI ready” employees into the Solution Centers at will.

  • Ensure an effective and efficient balance of supply (resources) with the demand (sales & delivery)
    : Liaise with cross-function internal leads and project management teams in fulfillment of project staffing requests, prioritizing resource requests and resolving resource allocation conflicts for the division or project assigned. Provide workload balancing, prioritization, resource scheduling, and integration of resources into multiple projects in order to maintain optimal utilization of resources.

  • Match internal and external capabilities to project and program needs in support of a multi-year forecast:
    Work with partner program leaders, NI stakeholders, NI Talent Acquisition, regional universities, and others to understand the capability of delivery subcontractors, regional solution centers, and incoming talent pipelines and match the capabilities to internal and external services delivery opportunities. Maintains a current information source of area/practice resource skillsets, availability, schedules, and delivery restrictions to assist in rapid identification and fulfillment of delivery resources.
  • Develop strategies to provide delivery capacity for engagements across the wide range of products and services that NI offers: Cultivate and maintain relationships among external and internal resource teams and pipelines. Compile and analyze resource management reports (available resources, current resource allocations, resource needs due to changing project needs, etc.) for delivery to management and functional operations. Conduct research to identify alternate staffing solutions and/or, alternate processes for improvement. Provides for financial analyses, long-range forecasting and analysis studies associated with delivery capacity, demand, and initiatives.
  • Identifies and develops key alliances and relationship programs designed to produce capacity development and expansion: Defines and coordinates the introduction and implementation of new Operations/Resource management tools, infrastructure, and processes. Understands, plans, and enhances capacity within NI’s global low-cost solution centers and NI’s global partner network in conjunction with NI partner managers. Liaisons with and influences university programs as well as developing curriculum and bootcamps to support hiring processes at NI solution centers in international locations. Monitors programs to assess the resource impact of the solution(s) in the marketplace and the overall success of alliances.

Qualifications


Experience

The Capacity Expansion Manager should have prior experience in building strategic working relationships through times of ambiguity and change to produce measurable results. They use sound judgment, application of general business principles and demonstrate initiative in carrying out their assigned duties. Their ability to develop a vision and implement the vision in a pragmatic, balanced way will serve them well to lead, motivate and direct workgroups.
Additionally, their proficiency in identifying and assessing competency/learning/need requirements and developing and implementing training for employees will be heavily relied upon in this role. They should be self-driven with ability to build from concept through completion through navigation, prioritization, planning and effective communication
A minimum of at least 8-10 years in capacity planning, business forecasting, business performance booster, of which 5-7 years’ work experience in resource management or related field is necessary; consulting experience highly preferred. Establishment or operation of a Resource Management Office is also preferred. At least 4+ years in a leadership or management role is required. They must be able to demonstrate value of programs by defining and implementing KPIs. Additionally, the CEM should have the flexibility and willingness to travel regularly, including internationally, to support services capacity expansion.
In addition, desired skills and experience may include:
  • Prior experience in a global, cross-functional group
  • International experience including EMEIA and APAC
  • A technical or engineering background
  • Experience managing a Resource Management Office for a professional services firm
  • Experience in adult learning, curriculum development, training administration
  • Proven collaboration skills paired with exceptional communication, oral presentation, active listening, influencing and analytical skills.
  • Strong business acumen; ability to learn quickly about company business and related strategic growth and profit drivers
  • Familiarity with resource automation systems and software
  • Familiarity with forecasting processes and tools and highly skilled in use of spreadsheet tools e.g. Excel
  • Experience with partner (subcontractors, VARS, distributors, etc.) organizations
  • Experience in training, development and roll-out of new programs, techniques and products
  • RMCP certification
  • Experience in evaluation and integrating services acquisitions into a product company
