The Vice President, Program Development & Evaluation, is responsible for advancing the American Diabetes Associationâs mission by designing and implementing a National strategy for the development, piloting and evaluation of data-driven strategies to improve public health impact. This position reports to the Chief Scientific, Medical and Mission Officer.

Responsibilities
- Collaborate with Senior Leaders and with key cross-functional stakeholders to identify and prioritize new programs, products and services that align with Association mission priorities.
- Oversee the development and testing of new mission initiatives.
- Ensure new program strategies have well-defined objectives and associated achievable and measurable outcomes.
- Oversee formative/market research to glean intelligence on consumer needs and preferences, market gaps and competitors to inform strategy and design.
- Develop national evaluation strategies to determine reach, fidelity, impact, and return on investment of new and existing initiatives.
- Oversee evaluation instrument development, execution, analysis, and reporting.
- Disseminate evaluation findings to internal stakeholders, community partners, potential donors, and the scientific/public health community. Provide data driven feedback to inform program optimization.
- Serve as a committee liaison for National Committees that inform programmatic activities, including regular interaction with committee chairs and oversight of agenda and activities
- Lead and coordinate various intramural research activities, including interventional or observational research initiatives relevant to diabetes education, treatment or outcomes.
- Collaborate with Income Development to facilitate donor development, contribute to grant proposals, and solicit support from industry and clinical partners, as appropriate.
- Collaborate with key stakeholders to develop and maintain collaborative research and innovation partnerships, internally and externally, to further the mission of the organization.
- Author abstracts, journal publications, and white papers communicating outcomes results from initiatives as appropriate.
- Strengthen the Associationâs evaluation capabilities by exploring and vetting new systems for data entry and outcomes tracking.
- Manage hiring and oversight of Program Development & Evaluation staff and contractors, and manage annual budget and contractor requisitions.
Characteristics
- A thorough understanding of criteria and methodologies for measurement and assessment of program, fidelity, effectiveness and health outcomes.
- A proven track record of designing and carrying out program evaluations, interpreting and translating evaluation data, and informing data-driven program design.
- Ability to think strategically with a clear vision, and the drive to make that vision a reality.
- Excellent interpersonal and verbal communication skills, as well as the ability to interact credibly and diplomatically within all levels of the association and in the outside community, tailoring communications effectively for different groups and stakeholders.
- Highly organized, detail-oriented, self-directed and resourceful.
- Excellent writing skills with the ability to effectively communicate scientific and business information to diverse audiences (lay, scientific/medical, executive, etc.).
- An open, inclusive, team-oriented work style and the ability to collaborate with employees and volunteers across the organization, and have responsibility and accountability for projects that span various functional groups. Proven ability to lead projects and accomplish goals through influence in a decentralized, consensus-driven manner.
Requirements
- Advanced scientific or medical degree (PhD, MD, PharmD, MPH) with emphasis in the life sciences
- 10 years prior experience in outcomes-based research and/or community-based program performance measurement activities and program development
- Strong background in statistical analysis and reporting
- Experience in leading teams and managing personnel, including both direct and indirect management
- Familiarity with data entry systems and survey/instrument programming
- Background/familiarity in the field of diabetes strongly preferred
