  • Responsible for ensuring the proper organization, training and management of the assigned employees in order to fulfill their contract obligations and to ensure they have adequate manpower to accomplish the contract requirements.
  • Exercise direct supervision of Project Managers, Site Supervisors and Foreman at assigned contract locations. Prepare evaluations on assigned personnel when notification is received from Human Resources.
  • Review all Disciplinary Action Forms and meet with Human Resources when a necessary disciplinary action is recommended including one, three or five day suspension, termination, or removal of an employee from a site based on a demand of contract personnel.
  • Maintain an appearance standard for workers to strive to meet. This should include proper uniform or smock, acceptable hygiene, appropriate shoes for the work at hand, no hats worn inside the buildings, etc.
  • Coordinate vacation schedules of staff and approve or disapprove, with adequate documentation, any request that is denied. Make necessary staffing adjustments to ensure that all shifts are covered during scheduled vacation periods.
  • Ensure the preparation of required reports to include Incident Reports, Workers Compensation forms, Auto Loss, and Property Loss forms when applicable.
  • Conduct Safety Training at site.
  • Maintains contact with the COTR during the bi-weekly meetings. Ensures the work is being performed per contract specifications and to keep them informed of any special problems or schedule changes. Meets with Vice President, Facilities Management Services to review these changes and keep them abreast of contractual needs and changes.
  • Monitor Quality Inspections and request appropriate training when needed.
  • Reviews contract supply requisitions to ensure expenses are within budget.
  • Ensure all financial statement line items are within budget constraints:
  • Prepare monthly financial variance reports.
  • Review any supply requests to ensure that supplies are within the current monthly budgetary guidelines for the contract. Forward these requisitions in a timely manner to the Supply Warehouse for ordering.
  • Maintain accurate equipment inventory for all assigned sites, tracks all repairs, and transfers of equipment through the Supply Warehouse. Reviews security procedures, marking, care, and proper use of equipment and vehicles as part of the regularly scheduled inspection process.
  • Where applicable, ensures that company vehicles are properly scheduled for routine maintenance every 3,000-4,000 miles through the maintenance department. Between routine servicing, any emergency maintenance requirements are reported immediately and scheduled through the processing of a Vehicle Work Order and making an appointment with the maintenance department. Forwards vehicle mileage sheets to the main office on a monthly basis.
  • Responsible for monitoring hours worked on the contract sites and overseeing any adjustments to the time clocks prior to submission to payroll. Ensuring that all supervisors meet the timelines required by the payroll department and that no unauthorized overtime is expended.
  • Ensure that assigned personnel attend sufficient training programs to further develop their knowledge and supervisory capabilities.
  • Annually meets with Vice President, Facilities Management Services prior to the budget process to review the contract budget and make recommendations on changes based on the current pricing package. Make suggestions on equipment changes and plans for capital purchases where necessary.
  • Meets with Vice President, Facilities Management Services prior to scheduled contract renewal to review the pricing package and make any recommendations with regard to scheduled, scope of work, labor, equipment, and vehicles in preparation for the renewal pricing. Necessary written justification for changes will be provided as needed.
  • Assist in preparing standardization and labor hour requirements for pricing of new contracts plus assist in developing supply and equipment requirements. Other duties as may be necessary to provide operations and or technical data for costing packages.

QUALIFICATIONS

QUALIFICATIONS

Bachelor’s degree required and ten (10) years of operations and maintenance/facilities management experience, with at least eight (8) years in a project management and/or supervision of building mechanical maintenance operations for a complex contract site. Incumbent may supervise an average of nine (9) people. Good management and people skills. Proficient computer skills, pricing and budget experience required. If applicable, must be able to obtain and maintain a federal government personnel security clearance. A valid driver’s license is required and own transportation is required with the ability to travel to contract and customer sites.
