This is managerial and/or administrative work in which the incumbent serves as director of a multiple division bureau within a very large agency, department, or institution. Work involves formulating, directing, and controlling the operations of a bureau through division directors and/or highly specialized professional and technical personnel. An incumbent exercises authority in establishing objectives, standards, and control measures within the context of broad, general policy guidelines for large programs having significant statewide impact. The incumbent also determines major departmental policy and provides input into other significant agency operations. Contacts outside the immediate agency require tact and diplomacy in discussing important and controversial subject matter. Work is subject to infrequent review by the Executive Director through conferences and reports.

Gives administrative leadership to all phases of programs within the bureau.
Conceptualizes new procedures that provide more efficient operations and better internal control; assigns to subordinate division directors to implement.
Confers with division directors and/or other personnel to discuss issues or resolve problems.
Reviews and approves completed staff assignments to assure work has been performed according to instruction and policy.
Plans, directs, and coordinates technical assistance and training to agency members.
Directs fiscal accounting and budgeting activities.
Approves or recommends budget requests and expenditures.
Establishes educational goals and objectives for efficient administration and operation of the divisions within the bureau.
Serves as a liaison between the executive director and the various divisions within the bureau.
Provides references and resources for instructors to assist in the performance of their job.
Assigns staff and contract workers to perform task necessary to support schools.
Provides technical assistance to schools as necessary to ensure improvement of student and educator performance.
Implements corrective action plans to solve organizational or departmental problems.
Conducts, monitors, and interprets research projects or special studies as requested by executive director.
Maintains effective public relations with other state agencies and the public, including interpretation and advocacy of agency policy.
Represents the bureau on committees, councils, or at meetings as assigned.
Approves appointment of personnel as needed and delegates responsibilities to them.
Performs related or similar duties as required or assigned.

Essential Functions:

Ensures that various offices within the Mississippi Department of Education are in compliance with state law, federal law, and state board polices.
Provides general guidance through subordinates to local schools, vocational and technical schools, rehabilitation centers, and program administrators regarding program plans, development, implementation, and evaluation.
Works with educators to implement innovative strategies to improve education for all students.
Develops and implements policy regarding enforcement of state and/or federal laws, rules, and regulations.
