Under the direction of the Director of Transportation Operations, will assist in managing the daily operations, long term strategic planning, capital planning, design engineering, and project management for the Division of Transportation. This position will supervise a staff of approximately 14 individuals, and will be responsible for the design, operation, and cost controls for the transportation infrastructure city wide.
RESPONSIBILITIES

- Under the direction of the Transportation Operations Director, will be responsible for the day to day supervision and operations of the Division of Transportation, including but not limited to, the design and project management related to: all traffic control devices, temporary traffic control devices, city parking systems, capital projects, bicycle facilities, and traffic calming projects.
- Supervises the Division’s labor force engaged in transportation engineering, traffic control systems, parking management, pavement marking management, street lights, gas lights, signs, and signals.
- Supervises Transportation Engineer in traffic engineering studies. Collects, analyzes, and interprets data to make recommendations for system improvements.
- Helps in the preparation of long term strategic capital plans for the Department and annual operating budget.
- Reports on a regular basis to the Director of Transportation Operations, Commissioner of Public Works, and Director of Finance the timeline and budgetary status of key transportation projects and operation expenditures related to the department.
- Answers inquiries from internal and external parties related to transportation operations, and investigates, solves, and reports on complaints of a technical nature.
- Coordinates and manages work with outside engineering firms on traffic related issues.
- Attends public meetings and hearings, and assists in presentations on transportation related projects.
- Aids the Director of Transportation Operations in plans, designs, cost estimates, and construction of projects and operational activities for the respective division.
- Participates in storm operations or emergency weather events.
- Experience supporting the implementation and monitoring of work unit strategy.

QUALIFICATIONS
- Possesses a bachelor’s degree in Civil Engineering, or higher
- Registered as a Professional Civil Engineer (P.E.) in the Commonwealth of Massachusetts
- A minimum of 5 years experience in civil engineering, with strong transportation design and regulatory experience
- At least 3 years in a supervisory role
- Worked with a budget for a team or unit
- Experience with Microsoft Office, GIS, and Engineering Software
- Supported the development and implementation of a strategic initiative
- Experience working in a high stress environment involving multiple constituents
- Held roles involving forging positive interpersonal working relationships
- Exposure to essential work tasks and/or processes in non-profit or government, or in a private organization that has constraints resembling those in the public sector
