As part of the DCS Americas National Governments marketing team, the Senior Manager, Federal Marketing serves as a senior manager to assist strategic growth and winning Federal work. He/she collaborates with regional and BL teams on identified priority pursuits, leading the preparation of responses to formal and informal client solicitations, including RFQs, RFPs, SF330s, interviews, and pre-solicitation efforts and is accountable for marketing and pursuit leadership for a specific client or market sector, or for specific proposal processes.

Additional responsibilities include the following:
+ Responsible for leading compliant and compelling RFP/RFI responses for large, complex, priority Federal pursuits from capture through to interview stage, as required.

+ In partnership with the Capture Manager, leads or participates in Go/No-Go, Green light analyses, capture planning and positioning activities and develop the win strategies, themes, discriminators, source content, graphic concepts, and other writer guidance. May serve as Capture Manager for some pursuits or for certain tasks.

+ Develops plan for managing each proposal. Schedules and leads proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings / final document review.

+ Reviews and translates RFP and amendment requirements into a compliance matrix, annotate proposal outline, and content plans. Creates a proposal outline for each RFP, answering each required element, develop a compliance matrix, storyboard and review proposal for compliance. Collects and submits proposal team questions to the client and monitors and distributes amendments as applicable.

+ Leads the development of proposal sections by a cross-disciplined team from marketing, operations, contracts, procurement, small business programs, finance, and others as applicable. The Senior Manager must be a strong writer, as they will have responsibility for writing and/or editing much of the proposal content such as executive summaries, past performance sections, management approaches, and resumes/staffing sections; and provide detailed writing guidance to the operations team for the development of technical and pricing sections.

+ Serves as a reviewer on Pink and Red teams for priority pursuits, applying in-depth institutional knowledge related to a specific client and/or market sector.

+ Oversee final proposal production including coordinating desktop publishing, editing, proofreading, printing, and binding. This position has accountability for the quality, compliance and timely delivery of the final deliverable.

+ Coaches presentation teams through rehearsal; oversees execution of oral presentations.

+ Supports debriefs and gathering of client feedback on proposals to ensure and demonstrate continuous improvement.

+ Serves as marketing lead for a client/portfolio or sector, in collaboration with Client Account Managers (CAMs) or Market Sector Leaders. Contributes to leadership and strategic direction for proposals for their account, and reports on client pipeline, internal business development strategies, capture planning, proposal efforts, and debriefs related to that client or market. Works with marketing communications team to develop and implement marketing campaign plans for target account drive client engagement through print, digital, and social media; thought leadership and events.

+ Manages the assignment of in-house proposal managers to a dynamic pipeline of federal prime and sub/support opportunities. Serves as a leader and mentor to the rest of the team, by providing / developing internal training on core processes, tools, practices or other special topics and by leading special projects involving teams of BL or multiple BLs staff, as directed by BL Marketing Director.

Minimum Requirements

+ Bachelor’s degree plus ten (10) years of related experience including two (2) years of leadership.

+ Evidence of successful leadership of multi-disciplinary or multi-geography proposals valued >$100 million.

+ Understanding of, and experience with, the Federal procurement process and regulations.

Preferred Qualifications

+ At least 15 years of related experience with development and management of proposals for a professional services company.

+ A thorough understanding of effective proposal and presentation production, including how to convey messages, themes, discriminators, and responses to evaluation criteria clearly and effectively.

+ Working knowledge of and interest in the A/E industry, including AECOM’s clients, projects, people, credentials, and competitors.

+ Ability to respond to non-negotiable customer deadlines with high-quality and high-scoring proposals.

+ Initiative, skill, and personal commitment to manage multiple projects and details concurrently, follow up, and bring tasks and projects to full completion.

+ Professional demeanor and excellent interpersonal skills, effective and efficient in communication with upper management. Ability to exercise discretion with confidential/ sensitive issues.

+ A strong working knowledge of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop), word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint).

+ A working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc. Salesforce experience is a plus.
