Enterprise is seeking a Rural Housing Senior Program Director to join our National Initiatives team. The ideal candidate will be a skilled program developer and leader, experience in affordable housing financing sources and providing technical assistance to construct and preserve rural rental housing. The Senior Program Director will primarily be responsible for leading and collaborating to implement and sustain a new capacity building program focused on preserving Americaâs rural rental housing stock. This Senior Program Director will be a member of the National Initiatives team and within the Rural and Native American Programs and will work in partnership with a multi-disciplinary team of Enterprise employees, partners, consultants, as well as work directly and in close collaboration with the Colorado Market staff. This position will report to the ector, Rural and Native American Programs.
Job Responsibilities
Position Description
The Senior Program Director will be responsible for implementing the rural programsâ housing and economic development strategies, providing direct technical assistance, coaching and training to nonprofit organizations, government agencies and other stakeholders pursuing affordable housing and community economic development opportunities in rural communities.
Primary Responsibilities
- Have vision for and implement events and activities designed to foster learning and sharing for grantees and others, ability to identify and develop plans for technical assistance and training, ability to navigate and identify experts within Enterprise to support the adoption and scaling of the work of participants.
- Provide technical assistance and capacity building resources for the development and preservation of rural housing. Work with developers, lenders, appraisers, state agencies and other stakeholders as needed to support project development and preservation.
- Deliver training and information to nonprofit organizations, government entities, local communities and others to enhance their capacity to respond to their housing needs.
- Collaborate with Colorado market staff to deploy programing as relevant to rural communities.
- Implement Rural Rental Housing Preservation Academy programing including the development and delivery of program content, relationship development, event management and collaboration with key partners.
- Represent Enterprise at external meetings and conferences.
- Support or lead other programmatic activities of the Rural and Native American Programs as identified by the Director.
- Supervises multiple projects or program teams, including subcontractors, with or without line-supervisory authority.
- Tracks revenue, expenses and budget performance.
- In markets, meets independently with fundraising prospects and independently conceptualizes proposals.
- Manages the performance of direct reports through goal setting and ongoing assessment and coaching.
- Other duties as assigned.
Qualifications
Qualifications and Experience
- Experience living and/or passion for serving rural communities.
- Understanding and familiarity with USDA Rural Development 515 and 514/516 Programs, Low-Income Housing Tax Credits, and other housing subsidy programs and financing sources.
- Experience with affordable housing development financing and pro forma development for new constructions and preservation.
- Experience working the state Housing Finance Agencies, municipalities, and other key stakeholders in housing and community development efforts.
- Undergraduate degree and at least six (8) years relevant experience; graduate degree may be substituted for up to two (3) years of experience
- Understands the big picture including community, politics and systems.
- Recognized as an expert both internally and externally.
- Represents Enterprise at conferences and major public events.
- Demonstrates superior judgment in all aspects of work; is highly creative and generates substantial new program ideas.
- Provides internal and external leadership to identify key issues and to gain and maintain support for collaborative solutions.
- Has strong ability to manage staff and handle difficult individuals/situations.
- Thorough knowledge of and proficiency with MS Word, Excel, Outlook and Power Point.
- Excellent grammar, editing and proofreading skills to produce complete, correct correspondence, proposals, reports and white papers.
- Strong communication skills with ability to clearly express ideas, thoughts and concepts verbally and in writing.
- Demonstrated professionalism, diplomacy, composure, flexibility and ability to adapt to a variety of situations.
- Strong initiative with ability to seek out relevant information prior to making timely decisions.
- Strong organizational skills and ability to coordinate complex activities prioritize conflicting demands and meet deadlines.

Position Details
The Rural Housing Senior Program Director will be a full-time employee of Enterprise. The position will be based in Denver and work in rural communities though out the states as well as in rural communities nationally. Must be available to travel up to 35% time.
