This class manages all the functions of the division, including contract review and issuance; acquisition and management of insurance policies, bonds, negotiations, mediations, arbitrations?, and settlements; subrogation of property and liability claims; workers’ compensation claims, automobile insurance claims; development and implementation of safety and loss prevention programs; and personnel supervision.
This is a “mandatory-testing” position that requires Drug Testing.
Examples of Duties: Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
Manages a wide variety risk management activities in assigned area of responsibility, which includes planning, coordinating, administering, and evaluating programs, goals, objectives, projects, processes, procedures, systems, and/or standards; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards.
Supervises and/or conducts adjustments of property and liability claims; conducts negotiations with and responds to claimants in order to reach amicable settlements; serves as the approving authority of civil litigation against the County; coordinates activities with the County Attorney’s office regarding legalities of settlements; maintains and monitors reserve levels and expenditures.
Develops plans to reduce the number and causes of accidents; conducts training needs analyses and coordinates the implementation of necessary specialized training sessions.
Serves as a liaison with employees, external organizations, medical providers and facilities, and the general public; represents the County at a variety of meetings, public events, training sessions, on committees, and/or other related events.
Manages and participates in the review of certificates of insurance to prevent financial exposure, ensuring that County standards for class size and financial standing rating as published by Best Review are met; certifies that certificates are in compliance with contractual language.
Prepares and administers budget; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures.
Oversees the County’s insurance schedule and statement of value; coordinates changes to insurance policies and coverage with insurance agents.
Coordinates and manages the renewal of annual contracts and/or bids related to risk management functions.
Performs other duties of a similar nature or level.
Qualifications: Training and Experience:
Bachelor’s Degree in Public Administration, Business Administration, Finance, Risk Management, or related field and five years of progressively responsible administrative risk management work experience, one of which was in a supervisory role; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

All-lines Insurance Adjuster License and/or an Associate in Risk Management (ARM) certification
Certified Insurance Counselors (CIC)
Certified Risk Management Professional (CRMP)
Charted Property Casualty Underwriter (CPCU)
Underwriting experience

Physical Requirements:
Positions in this class typically require: climbing, stooping, kneeling, crouching, reaching, standing, walking pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Incumbents may be subjected to travel.
Emergency Management Responsibilities:
Note: During emergency conditions, the incumbent of this position will automatically be considered emergency service workers. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
