Director of Quality Assurance

EDUCATION and/or EXPERIENCE

The selected candidate must have a Bachelor’s Degree in Engineering, Quality Assurance, Business Management, or a related technical field. Ten years of on-the-job experience in the day-to-day operations of quality assurance comprehensive programs which includes five years of demonstrated supervisory or management level professional experience in the management, planning, and continuous improvement of quality assurance programs, and test as a minimum. Experience in Total Quality Management, Six Sigma or Lean programs preferred. Certified Manager of Quality/Organizational Excellence (CMQ/OE) or Project Management Professional (PMP) is desired. Directly related work experience may be substituted on a year-for-year basis in-lieu of educational requirement.

Basic Functions

SUMMARY

The Director of Quality Assurance directs process improvement initiatives to include a continuous quality improvement program, quality evaluation, inspections and testing, which lead to improved performance. Directs the development of measurement systems to assess organizational improvement. Defines Key Performance Indicators (KPIs) and metrics for the Office and tracks and reports performance. Responsible for the development, implementation, sustainability, and maintenance of a Quality Assurance Program Plan (QAPP), Quality Management System (QMS) and MARTA Test Program Plan (MTPP). Serves as an internal consultant to the Authority. May represent the Authority to federal agencies, local groups and organizations, professional associations, and other similar groups.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Ensures that work carried out by MARTA employees, consultants, contractors, and subcontractors is monitored with regard to quality and is performed in accordance with established standards.
2. Develops and implements quality assurance practices, and procedures to include a continuous quality improvement program, quality evaluation, inspections and testing, which leads to improved performance.
3. Directs the Authority’s quality management system to enhance customer satisfaction through the effective application of the system, including processes for continual improvement of the system and the assurance of conformity to customer and applicable regulatory requirements.

4. Leads team efforts to establish and monitor customer/supplier relations, supports strategic planning and deployment initiatives.

5. Directs the development of measurement systems to determine organizational improvement.(e.g. defines Key Performance Indicators (KPIs) and metrics for the Office and tracks and reports performance.

6. Makes recommendations and presentations to the Board of Directors or other entities on matters pertaining to the office. May represent the Authority to federal agencies, local groups and organizations, professional associations, and other similar groups.

7. Provides quality-related information and reports to the MARTA Board, Executive Staff, and federal, state, and local authorities.

8. Participates in the development and administration of the Office annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; etc. Monitors and evaluates appropriate Office service andstaffing levels.

9. Performs other related duties as assigned.
