Overview
Provides leadership for developmental and strategic initiatives for the FAST Networks Medicare Advantage. Responsible for the effective translation of FAST Networks strategic priorities into integrated, consistent, and measurable action. Leads cross-functional teams in development and early implementation of key FAST Network initiatives, positioning BCBSA in a leadership role within the BCBS System. In addition to leadership in the FAST Networks, also provides leadership to Center for Clinical Operations (CCO) products and services that position BCBSA as a strategic business partner to critical stakeholders including Plans, Planâs commercial and government lines of businesses. Works closely with the Managing Director of FAST Networks to gather feedback for CCO-wide products and services design & development, launch & implementation, and enhancements in order ensure customer value gets consistency captured.
Responsibilities
Responsibilities include but are not limited to:
- Identifies, promotes and leads development of projects to position FAST Network as a critical strategic business partner to Plans, national businesses, medical societies, and universities. Active manage strategic relationships and issues developed or identified by FAST Networks, Managing Director, CCP and BCBSA senior leadership. Ensures that identified priorities are executed to meet business/customer objectives. Serves as a key information resource to Vice President, Clinical Operations, and CMO and SVP, OCA responsible for the recommendation of actions, and follow-through as needed. Gathers information, knowledge and insights to ensure Managing Director, FAST Networks, Vice President, Clinical Operations and CMO and VP, OCA get appropriately prepared and briefed on issues and events. Coordinates the development of briefing materials from appropriate staff for their use. Prepares background briefing and follow-up materials as needed. Provides leadership and direction to FAST Network key strategic initiatives. This covers a range of responsibilities including development of new programs, launch and engagement of customers, and customer use insights translated to enhancements for future FAST Network priorities.
- Serves as a first level resource in addressing issues and solving problems involving strategic development before they require Managing Director, FAST Networks, Vice President, Clinical Operations and CMO and VP, OCA attention/involvement. Develops consultative relationships with FAST Network, OCA and BCBSA management to improve the delivery of services and the identification of new resources and capabilities to meet customer business needs. Partners with appropriate management teams to ensure FAST Network priority project goals and business objectives are met. Assists in the shaping of overall strategic direction, planning and budget process, and staffing decisions. Ensures that major FAST Network products and services are achieved. Develops and leads cross-functional teams in the achievement of strategic priorities. Monitors project status and intervenes where necessary. In collaboration with FAST Network team members, evaluates programs and policies and refines operations/processes to improve effectiveness and efficiency as necessary.

Represents FAST Network on internal and external groups providing strategic representation on key FAST Network initiatives. Interfaces with Plans and national organizations; steers and presents key strategic direction for FAST Network initiatives.
- Ensures successful operation of department by providing staff management and guidance. This includes but is not limited to guiding cross-functional teams, coaching of direct reports, performance management, training development and related employment matters.
Qualifications
Required Basic Qualifications:
- Masterâs degree required
- Minimum 7 years related business experience or educational equivalent required, with 5 yearsâ experience in health care industry and demonstrated progressive responsibility and accountability
- Ability to design and create customer measure specification for statistical computation of indices
- Demonstrated mastery of the application of dynamic problems as part of computational complexity theoretical frameworks
- Applied mastery of production management systems for the design and implementation of business services or offerings
- Experience engaging with national peers that are skilled in healthcare administration, economics or health policy related to both commercial and government lines of business
Preferred Basic Qualifications:
- A comprehensive understanding of Medicare Advantage and Medicare Stars Ratings line of business
- Supervisory experience a plus
- Ability to build effective relationships with cross-functional teams, Plans and external stakeholders
- Leadership experience that demonstrates the ability to set priorities and meet objectives for complex projects involving multiple stakeholders, and execute according to plans
- Excellent knowledge of health care industry issues, with excellent knowledge of health care operations and strategies
- Possesses practical, tactical and in-depth knowledge of the health care industry
- Demonstrated ability to apply knowledge to key departmental and cross-functional initiatives
- Excellent communication and interpersonal and relationship management skills to maintain and build relationships
- Demonstrated ability to manage stakeholder relationships, build consensus and reconcile & integrate competing interests
- Demonstrated ability to conduct presentations as well as represent the FAST Networks and Office of Clinical Affairs to external audiences, adjusting style and complexity of presentations to the audience to determine the best approach to convey the message.
- Demonstrated ability to identify organizational processes and political nuances that influence the development of deliverables
- Ability to work across all levels of the organization, including work with BCBSA staff, Plan executive and management audiences, and vendors
- The ability to lead organization-wide initiatives
- The ability to build consensus for business results in a decentralized decision-making structure
- Demonstrated ability to proactively solve issues and identify solutions/interventions to meet business needs
- The ability to gain various viewpoints and arrive at critical decisions
