The Community Manager is responsible for the community’s overall operational performance. The Community Manager must effectively manage and coordinate onsite teams and vendors in order to accomplish community objectives as set forth by the Regional Manager and property owner.
RESPONSIBILITIES
Leasing and Resident Relations:
- Maintains awareness of market/industry conditions and trends via trade publications, professional organizations, etc.
- Conduct market surveys monthly and provide trend report information. Shop competition and be aware of neighborhood market conditions.
- Make rent recommendations for vacant units and those subject to renewal.
- Market available apartments using on-line and print advertising as well as curbside flags and banners and hosting “Open Houses”.
- Timely respond to all incoming telephone calls and email regarding availability as well as welcoming and showing community to prospective residents.
- Maintain a positive customer service attitude.
- Initiate and implement policies/procedures to maintain resident communications; e.g., complaints, service requests, etc.
Maintenance, Repairs and Capital Improvements:
- Report all liability and community incidents to the corporate office immediately. Ensures that all workers’ compensations claims are reported, and proper paperwork is completed
- Complete any pertinent safety checklists with maintenance staff
- Physically walk and inspect community including vacant apartments on a regular basis
- Coordinates with maintenance and make-ready staff to ensure timely condition of apartments after move-out.
- Work closely with Maintenance Technician to monitor and schedule all maintenance activity.
Compliance:
- Responsible for ensuring compliance with Low Income Housing Tax Credit maximum unit rent and household income and unit and property suitability for occupancy requirements.
- Coordinates with third-party service providers in implementing the property’s Resident Services programs.
- Ensure recordkeeping in order to evidence compliance.
- Responsible for working with Oregon Housing and Community Services (OHCS) on all compliance-related issues.
Financial:
Accounts Receivable (AR)
- Recommend rental rates and concessions for new leases and lease renewals.
- Collecting move-in monies and security deposits prior to move-in.
- Ensure rents and other receivables are timely and accurately charged, collected, and posted each month.
- Make regular bank deposits and report bank deposits to corporate office.
- Perform evictions, utility cut-offs, landlord liens, and coordinate collection activities as required for delinquencies.
Accounts Payable (AP)
- Responsible for vendor/contractor communications concerning work scheduling, billings, vendor relations, certificates of insurance, and lien releases.
- Responsible for collecting, reviewing, approving, and submitting all invoices to corporate office for payment.
- Responsible for make ready of vacant units and security deposit refund accounting.
Reconciliation—Responsible for timely reconciling monthly income and expense reports with property operating and security deposit bank statements.
Budgeting
- Assist in formulating annual budgets and assuring that property operates within budgetary constraints.
- Actively maintain and report monthly variances and narratives.
Financial Reporting—Responsible for timely preparing and submitting the following periodic reports:
- Weekly rent collection and delinquency reports,
- Monthly reconciliations, income statement, and variance reports,
- Quarterly performance reports; and
- Annual budget and performance reports.
QUALIFICATIONS
- Minimum 3 years’ experience as on-site Community Manager
- Experience with Low Income Housing Tax Credit (LIHTC) and/or HUD subsidized properties preferred
- Certified Occupancy Specialist (COS) or Housing Credit Certified Professional (HCCP) designations preferred
- Proficient with Yardi property management software
- Must have background in supervision and successful track record
- Must be organized, detail-oriented, and diligent, with the ability to multi-task in tight time-frames and on short notice
- Active learner with a positive attitude
- Ability to learn and master new skills quickly and independently
- Ability to lift at least 25 lbs. and climb stairs
