Cameo Consulting Group, LLC, a management consulting practice based out of Alexandria, VA, is seeking a qualified and available contract specialist to support a prospective Federal client in Richland, WA. The position is full-time, long-term in nature, and available immediately/upon contract award.
General Duties:
The Department of Energy (DOE) Richland Operations Office (DOE-RL) PSD/CIR team, requires a contract manager. The Contractor shall provide support to PSD/CIR, in the following areas:
- Assisting with contract transition activities related to incoming prime contractors, including reviewing, analyzing, and providing recommendations on completeness and acceptability of contractor submitted deliverables as well as participate in meetings with contractors on multiple issues.
- Assist with the negotiation of settlements on pensions or welfare benefit plans.
- Assist with the review and evaluation of changes to contractor pension, compensation, savings, and welfare benefit plans.
- Advise and assist with negotiations of contract termination, plan termination, plan spin-off, plan merger, and review fiduciary documents.
- Assist with the review and evaluation of contractor compliance with all applicable contract clauses, statutes, regulations, and guidance.
- Assist with monitoring contractors to verify that they develop employee compensation and benefit programs that will attract and retain competent and productive employees.
- Assist with the evaluation of contractor compensation, labor, and benefit programs to assess program costs and assure costs are reasonable and allowable.
- Assist with the review and evaluation of currently approved contractor welfare benefits programs utilizing submitted Benefit-Value and/or Cost studies.
- Assist with evaluating contractor pension, savings, welfare benefit, compensation, and labor relations programs.
- Support evaluation and audits/assessments of contractors in areas of CIR to include contractor corrective action plan(s) and monitor contractor progress against the plan(s).
- Provide guidance and assistance in planning and/or conducting contractor assessments and evaluations. Assessments focus areas include, compensation, employment practices, appropriate corporate, industry or area practices, and adherence to contract sound principles and practices, appropriate corporate, industry or area practices, and adherence to contract requirements.
- Assist with assuring that appropriate insurance and other benefits program clauses are included in each applicable solicitation and contract.
- Support oversight on contract termination and benefit continuation.
- Provide advice and support in the development of resolutions to especially difficult and complex compensation issues or problems, such as salary structures and incentive programs which may impact contracts.
- Support task groups to evaluate issues and develop appropriate responses to contractor program vulnerabilities or weaknesses.
- Assist with the review of contractor Davis-Bacon Act certified payroll submissions for completeness, accuracy, and compliance.
- Support field assessments at construction sites and review payroll data to ensure conformance with laws, contractual requirements, and contractor collective bargaining arrangements.
- Assist with labor relations.
- Effectively communicate with all levels of contractor and government staff.
- Keep appropriate Points of Contact (POC) advised of work progress, new issues, concerns, and other areas of significance.
- Utilize proper processes and systems (hardcopy and electronic) as implemented by DOE.
- Weekly interface meeting with PSD/CIR POC, or designee, to submit and review schedules and/or activities, weekly accomplishments, impediments to progress, and/or discuss potential realignment of efforts and priorities where required.
Deliverables:
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. Deliverables involving products and submittals shall not be made available outside the PSD organization, unless explicitly allowed. The Contractor shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below;
- Monthly cost report showing monthly hours/costs, cumulative hours/costs, and remaining hours/costs on the task order or performance period.
- Weekly performance report submitted to the PSD/CIR POC or designee, delineated by area of support or deliverable developed to make value determination on hours expended related to the support provided. Report should identify status or percent complete for those activities that are either past initial due date or where more than one-week duration is required and expected, along with corrective measures and proactively communicate any potential issues that require resolution. Format or template can be developed collaboratively with PSD/CIR POC or will be provided for use throughout the Fiscal Year (FY).
- Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include;
o Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period.
o Work schedule for Contractor employees, to include any leave taken.

Qualifications:
- Bachelorâs degree in related field. (Human Resources preferred)
- Masterâs degree preferred.
- 7 years of relevant experience required. (Hanford experience preferred).
o Experience in supporting programs and/or projects with sufficient management experience and capabilities for evaluating, monitoring, documenting, planning and coordinating contractor pension, savings, and welfare benefit plan changes.
- Excellent communication, writing, and interface skills; ability to elicit information and utilize in development of products and provision of support, engage in meaningful dialogue.
- Proficiency with Microsoft Word, Excel, PowerPoint, Access, & Outlook.
- Experience with contractor pension, savings, and welfare benefit plans.
- Knowledge of federal statutes and regulations, including the Employee Retirement Income and Security Act and the Pension Protection Act, and alignment with industry practices concerning pension, savings, and welfare benefit plans
o Departmental regulations and directives (preferred).
- Extensive business experience in applying analysis techniques, performing various types of review, developing process improvements, and using automation tools.
- Ability to work with groups in problem solving and formulating strategies.
- Ability to independently perform multiple tasks with dynamic priorities.
- Knowledge of DOE regulations, directives, policies and procedures related to contractor HR functions, as well as familiarity with the Hanford Site mission, activities and priorities. (preferred)
- Knowledge of the RL, ORP, and PNSO complex and related facilities (preferred).
- U.S. Citizenship.

Travel:
Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
Location:
Work shall be conducted at the Department of Energy – Richland Operations Office, The Hanford Site, and Richland, WA. Alternate locations are not permitted unless approved in writing in advance by the Contracting Officer.
