To serve as a regional manager for Vocational Rehabilitation Services (VRS) for the Metro region of the State of Minnesota. The manager will supervise a team of Rehabilitation Counseling Supervisors charged with planning, directing, controlling and analyzing VR service delivery in metro geographical areas; build effective and strategic partnerships with businesses and community rehabilitation partners, counties, schools and Independent Living Centers; champion, communicate and implement strategic initiatives; provide the VRS Leadership Team with assessments and perspectives of regional immediate and long term VR needs (e.g., staffing, resources, service needs, training); develop and maintain accountability for the regional NPS budget, and other duties as assigned.

Job Duties will include:

1. Supervise Rehabilitation Counseling Supervisors to facilitate effective and efficient operations, and assure that work outcomes are consistent with VRS’ Value Proposition, State Goals and Priorities.

2. Champion, communicate and direct the agency’s priorities and strategic initiatives within the VRS regional service delivery system so they are locally understood, interpreted, adapted, implemented and sustained.

3. Develop, coordinate, encourage and sustain effective community and business partnerships to facilitate and increase competitive and integrated employment opportunities for people with significant disabilities.

4. Design and implement structures, processes and systems within the region to improve the consistency, efficiency and effectiveness of the delivery of VR services in the region, to improve the region’s adherence to federal (WIOA) and state rehabilitation policies and procedures, and to implement innovation in rehabilitation practices.

5. Have oversight of Non-Personnel Services (NPS) Budget and VRS staffing requests for the region and consult on overall VRS budget to assure resources are used in accordance with federal/state law.

Qualifications

Minimum Qualifications:

Master’s Degree in Vocational Rehabilitation or closely related field with coursework in counseling theory and techniques.

AND

At least two years managerial or supervisory experience in the public vocational rehabilitation program.

1. Building relationships/partnerships/collaborations with a range of groups (e.g. WIOA partners, program administrators, employers, consumers, and providers such as CRPs, LUVs, schools and councils.)

2. Setting, monitoring, achieving staff and team performance goals.

3. Budget development and fiscal management.

4. Developing strategies for managing increasing demand for services during static or reduced funding.

5. Leadership and initiative, problem solving and creativity.

6. Analysis and problem solving approaches with consumer dissatisfaction.

7. Managing the provision of quality vocational rehabilitation casework, including effective person-centered approach in counseling and in compliance with state and federal laws.

8. Effective development of staff and ability to address inadequate performance.

9. Team building, total quality organization problem solving, team role clarification, communicating and contributing to promotion of a healthy work environment.

10. Implementation of innovation in vocational rehabilitation practices and processes.

11. Consulting and providing technical assistance to community providers of rehabilitation services, counties, schools and other stakeholders.


Preferred Qualifications

Experience in the effective supervision and managing of a Minnesota VRS team and proven experience in collaborating with Community Rehab Providers, Independent Living Centers, Counties, and school staff.

Strong knowledge of metro community resources and services providers, including independent living centers.
