The Project Manager oversees multiple smaller projects or one larger project. Identifies potential project team, works with technical lead to assign individual responsibilities, identifies appropriate resources needed, develops schedule to ensure timely completion of project, and monitors project progress against schedule. May communicate with a Senior Project Manager, Functional Area Manager, Program Manager, project stakeholders or technical leads regarding status of specific projects.

Program Description: The Evaluation, Data Integration, and Technical Assistance (EDIT) Program, housed in the Institute for Sexual and Gender Minority Health and Wellbeing (ISGMH), is directed by Dr. Gregory Phillips II and Dr. Lauren B. Beach (Associate Director), and attempts to foster a learning community to improve the health and wellbeing of sexual and gender minority (SGM) populations in Chicago and beyond. EDIT’s goals are to (1) be a local leader in the evaluation of interventions focused on improving the health and wellbeing of sexual and gender minority individuals; (2) help community agencies build capacity to strategically plan and implement and evaluate innovative and culturally responsive programming that serves sexual and gender minority individuals through the provision of tailored technical assistance; (3) use a wide array of data sources to enhance understanding of health disparities of sexual and gender minority individuals at a local and national level; and (4) share best practices and lessons learned from program evaluation and research studies with policymakers, funders, and service providers to improve community response to serving sexual and gender minority individuals.

Project Description: This position will be responsible for research, evaluation, and administrative oversight of several new evaluation and quality management projects within EDIT, including projects to provide evaluation and quality management services to the City of Chicago Department of Public Health’s (CDPH) complete HIV funding portfolio including CDPH offices, community agencies, and activities under the purview of other relevant stakeholders. EDIT uses a systems-informed empowerment evaluation approach to collect, analyze, and use data to improve service delivery.

Job Activities: This job involves the comprehensive oversight of research and evaluation efforts within EDIT, including strategic planning and monitoring, administrative and budget management, staff engagement and coordination, and research application and dissemination.


Specific Responsibilities:

Strategic Planning

  • Interacts with project leadership to determine and document project objectives, scope, functional requirements, metrics, key performance indicators and stakeholders.
  • Collaborates with technical lead to determine resource requirements, budget, and deliverables.

Administration

  • Coordinates projects for selected clients; administers and maintains project management tools, assists in planning, estimating and scheduling project work and supports monitoring and reporting of project progress.
  • Collaborates with technical lead to determine project timelines and scope, in cooperation with senior staff.
  • Writes reports and proposals.
  • Communicates project status, decisions, updates, revisions and changes to all stakeholders facilitating decision-making and project progress.
  • Administers and maintains organizational area’s project management tool, assists in planning, estimating and scheduling project work and supports monitoring and reporting of project progress.

Development

  • Develops and maintains organizational area’s document repository.

Performance

  • Collaborates with the functional teams to construct, update and track multiple project schedules and facilitates issue identification and resolution.

Supervises

  • Provides work direction for project team members, subordinates, contractors, vendors, students, etc.
  • Communicates with technical leads regarding performance of staff assigned to projects.


Performs other duties as assigned

Minimum Qualifications:

  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree; OR appropriate combination of education and experience.
  • 2 years coordinating Information Technology (IT) and related virtual and physical infrastructure projects or other relevant experience required.

  • Proficient at MS Office Suite.
  • Knowledge of program evaluation methods.
  • Ability to provide supervision and direction; experience supervising program staff.


Preferred Qualifications: (Education and experience)

  • Advanced (Masters-level or similar) Degree in Public Health, Program Evaluation, or a comparable field.
  • Experience working in public health and/or medical research.
  • Experience working with community-based organizations.
  • Experience working with LGBTQ, racial/ethnic minority, HIV-positive, and at-risk populations.


Preferred Competencies: (Skills, knowledge, and abilities)

  • Advanced knowledge of activities relating to HIV care and prevention, particularly within the City of Chicago.
  • Ability to write scientifically for dissemination of findings.
  • Demonstrated leadership ability.
  • Strategic planning skills and ability to support program expansion and growth.
  • Ability to prepare funding applications, including but not limited to applications for funding from federal, state, city, and/or private organizations.
