Job Description Summary:
The ideal candidate will manage multiple projects and teams, utilizing multi-platform technologies, third party vendors and testing vendors. He/she will drive projects to completion, and motivate teams to meet goals. The successful candidate will oversee full project life cycles, technical and operational projects for pension processing, financial transaction or similar enterprise solution technology systems

Skills:
Undergraduate Degree in Information Technology or business related field (Must)
Certification in Scrum/Agile/SAFe methodology (Preferred)
Certified PMI Project Management Professional (Must)
7+ years of proven experience in the discipline of project/program management
2 years in a Scrum/Agile/SAFe methodology (Preferred)
Strong/Authoritative ScrumMaster experience working on multiple projects including blended teams of clients, third party solution vendors, testing vendors, etc. (Preferred)
Experience implementing projects for pension processing, financial transaction or similar enterprise solution technology systems (Preferred)
Expert in MS Office Suite/Project/SharePoint (Must)
MS Team Foundation Server or similar Scrum tracking tools (Preferred)
Technical Network administration, Software languages skills (Preferred)
Government work experience (Preferred)
Advance knowledge of project management methodologies (Waterfall, Scrum, SAFe, RUP, etc.) (Must)

Responsibilities and Duties
Primary Duties & Responsibilities:

  • Plan and implement projects to deliver on agency outcomes within scope, budget, approved timelines, and according to business unit priorities. Maintain open and consistent communications between project teams, senior management and PMO to resolve communication barriers and project issues.
  • Independently manage projects utilizing SDLC defined work phases and the complexity of a number of methodologies such as waterfall, spiral, or Agile (Scrum, SAFe); ensure consistent, reliable, and transparency project execution while effectively and efficiently utilizes resources.
  • Partner with internal key stakeholders and external vendors to accurately estimate cost and project milestones to ensure proper resources are in place to provide effective and quality support; prepare and deliver reports and project artifacts (schedules, requirements, design, backlogs, etc).
  • Manage all aspects of the project life cycle; collaborate with team to oversee all phases of project to completion; drive, control and manage budget constraints to ensure commitments are achieved within agreed on project milestones, cost and quality.
  • Continually stay on top of industry trends; provide leadership, coaching and guidance to project teams regarding best use of project management tools and methodologies to ensure agency policies and procedures and best practices are followed.

Required Experience and Qualifications
Education and Certifications:
Bachelor’s Degree or equivalent in a relevant major such as Business Administration, Computer Science or Management Information Systems (Must)
PMP certification (Must)
Certified SAFe Agilest (Preferred)
Certified Scrum Master (Preferred)
