The Director of the Minnesota Olmstead Implementation Office serves as the leader on implementation of the state’s Olmstead Plan and Executive Order 19-13 to ensure individuals with disabilities have meaningful opportunities to live, learn, work and enjoy life in integrated settings. This position is responsible for furthering the state’s Olmstead work as directed by the Olmstead Subcabinet, which includes the Commissioners and leadership of 13 state agencies/entities. The role includes advising the Olmstead Subcabinet on progress under the state’s Olmstead Plan and Executive Order, directing work related to community engagement and communications surrounding the Plan and Executive Order, coordinating state agencies regarding cross-agency initiatives, effectively overseeing initiatives directed out of the Olmstead Implementation Office (OIO), and proposing proactive and collaborative actions to further the Plan and Executive Order.
Essential Job Duties
- Provide managerial leadership and coordination in the implementation of the Olmstead Plan and the Olmstead Subcabinet decisions in order to fulfill the requirements of Executive Order 19-13.
- Oversee and coordinate implementation of cross-agency initiatives, collaborations of a variety of non-state government stakeholders, and important stand-alone initiatives as directed by the Olmstead Subcabinet.
- Oversee and implement an effective community engagement process related to the state’s Olmstead Plan, the Olmstead Subcabinet and EO 19-13.
- Oversee the ongoing work of the OIO, including fiscal management, and supervision and development of OIO staff.
Minimum Qualifications
- Experience working with individuals with disabilities and/or representatives of individuals with disabilities (especially individuals in segregated, or potentially segregated settings).
- 5 years of direct experience working with multiple diverse stakeholders in a leadership capacity to elevate complex issues and inform policy discussions to ensure that individuals with disabilities are enjoying life in one or more of the following public policy areas: employment, housing, transportation, community engagement, healthcare, education, support and services for individuals with disabilities.
- Recent management experience, including the ability to manage, guide, and communicate with staff and partners at all levels, and understanding of staff development, supervision, and team building.
- Familiarity and experience with the Americans with Disabilities Act and Amendments.
- Familiarity with the Olmstead decision and the role and purpose of Olmstead Plans.
- Demonstrated ability to develop effective collaborations.
- Demonstrated creative problem solving skills.
- Demonstrated successful experience in implementation of programs or activities with a cross-entity scope.
- Demonstrated ability to communicate and collaborate effectively with diverse communities and audiences and a wide range of public and private individuals.
- Demonstrated ability to develop and deliver formal presentations.
- Demonstrated ability to clearly frame issues for discussion and incorporate dispute resolution methods when necessary.
- Skills in strategic management planning and the ability to improve effectiveness and efficiency.

Physical Requirements
