Rutgers, The State University of New Jersey, is seeking an Assistant Vice President for Human Resources Operations for University Human Resources. This position reports to the Senior Vice President for Human Resources and Organizational Effectiveness. The Assistant Vice President develops and executes the strategic direction for the accurate and timely implementation of all human resources customer-centric services and transactions. This position leads and directs the critical university wide functions and staff impacting all employees to include the OneSource Service Center; all salary administration and implementations, related transactions and audit requirements of the Human Capital Management HCM)/ Payroll System; the HR Information Systems/ Information Technology unit; and Benefits Administration. The Assistant Vice President is responsible for providing leadership and senior level management to all the processes and activities performed within his/her area. As a member of the Senior UHR Leadership Team, this position is responsible for the strategic planning and implementation of initiatives for all units directed, and division wide programs/initiatives consistent with the vision and mission for University Human Resources and Rutgers University.

Among the key duties of this position are the following:
- Directs the One Source Service Center. Responsible for ensuring the shared services delivery model is in alignment with the strategic direction of the functional areas and the overall vision of Rutgers University, while managing and promoting the integration of continuous improvement principles and strategies in all operational areas with the primary focus on ensuring high levels of accuracy, customer service and process optimization.
- Responsible for leading the evolution of OneSource strategy based on organizational changes and the shifting dynamics of the industry.
- Directs the strategic direction and continued enhancements of university wide standardization efforts and process improvement projects, and of forward-thinking programs and services for the University community.
- Leads the management of critical metrics/Key Performance Indicators (KPIs) and an ongoing metrics monitoring program with a heavy focus on analytics and addressing improvement opportunities and new service requests from clients.
- Responsible for the management of OneSource staff and operations, customer inquiries, university wide leave administration, benefits enrollment and transactions, and walk in interactions in accordance with OneSource processes, procedures and system resources.
- Develops and maintains strong relationships and collaborations with functional areas, customers, stakeholders, and vendors for innovative and creative partnerships to maintain and promote the continued connection between our clients and OneSource. Establishes and manages relationships with senior leadership and other project/program sponsors to ensure visibility and commitment to the service center objectives and performance.

2. Human Capital Management (HCM)
- Responsible for the strategic planning, upgrades, and enhancements to improve the operation of the HCM system and provision of services to customers; and collaborates with HRIS and IT staff, Payroll, and other units to ensure that the HCM system reflects university policies and contractual requirements and meets the university’s salary implementation needs.
- Directs the Manager of the Human Capital Management (HCM) unit and staff in the processing of salary/compensation programs and individual actions from hire through termination for approximately 41,000 full time faculty and staff, part time faculty and staff, student staff, and casual staff.
- Manages the processing and implementation of all HCM transactions; the review of documentation for compliance with federal and state regulations, university policy, and bargaining units’ contracts; the input of data; the resolution of clients’ salary, payroll, and access issues; the provision of service to customers; and clear, thoughtful, and considerate responses to salary related inquiries. Works in close collaboration with the Payroll Department to ensure accurate and complete weekly payroll processing.
- Responsible for the development and delivery of communications and training for clients. Ensures good customer service and the confidentiality of work, databases, and communications.
- Responsible for the interpretation and implementation of all university policies and contractual agreements including contract costing, union dues and representative fees, political action committee deductions and summer and winter salaries.
- Acts as liaison with all university departments to implement non-standard salary changes for faculty and staff ensuring policy and contractual compliance.
- Directs and ensures the proper maintenance and security of electronic and physical UHR employee files and adherence to retention requirements.

3. HR Information Systems and Information Technology
- Directs the management of all computing and operations initiatives in the area of Human Resources. This includes but is not limited to the development, management and maintenance of all university wide HR-related systems, HCM/Payroll, Service Now, PeopleAdmin, performance management systems, applications, and the UHR website.
- Responsible for the strategic planning and development of goals and objectives for the development, implementation and maintenance of HR computing systems and hardware acquisitions.
- Manages the execution of contract salary implementations, merit implementations, promotions, and other compensation/salary mass implementations; the review of documentation for compliance with federal and state regulations, university policy, and bargaining units’ contracts.
- Responsible for data analytics and reports for use by UHR and university leadership, OPRA and other data requests for general counsel, audits, and system users.
- Leads the administration and management of the Absence Reporting System, Kronos, UHR buildings security, and the compassionate leave programs.
- Responsible for providing effective leadership and direction of IT staff in all major technology initiatives. Manages and maintains effective budgetary control over all computing resources while maintaining data and computing asset security. Ensures that state-of –the art security controls are in place for all IT resources and that sensitive/confidential data is secured in compliance with RUCS IPG and is backed up properly.
- In close collaboration with OIT, Payroll and PMO, leads the development and implementation of any upgrades and enhancements to HCM/Payroll, ARS, Service Now, People Admin, etc. for these functional units and university wide users. Participates as the HR Business and/or Project Lead for major university projects, such as the conversion to the HCM Cloud.

4. Benefits Administration
- Directs the planning, implementation and administration of all university-wide employee benefit programs, operations and staff. Responsible for the management, enrollment, and monitoring of all university activities relating to State Health Benefits and Pension, UNUM Long-Term Disability, long term care, State Tax Save program, taxation of imputed income for both group life insurance and domestic partner health coverage, other tax deferral plans, the annual State Health Open Enrollment, coordinating the process and reporting requirements for the Affordable Care Act, and non-state employee benefits.
- Manages the implementation of approved, new or modified plans and employee benefit policies, and directs the administration of existing plans at all university campuses and locations.
Responsible for the strategic planning and process improvements to assure compliant, effective and efficient implementation of university employee benefits, and of new benefits and wellness initiatives. Responsible for reviewing and approving recommendations for exception requests. Responsible for all required reporting and remittance to the State. Manages the development and maintenance of a benefits and wellness communications program.
5. Special project management and implementation, and other functions as assigned.

- Bachelor’s degree in human resources management, business or related field,
- A minimum of ten years’ experience in human resources management or related field required.
- Experience must include demonstrated and progressive management experience in human resources, a track record in successfully leading teams, stakeholder engagement, change management, and alignment of service model with the strategic mission of the organization
- Excellent organizational, analytical, and communications skills
- Must have demonstrated knowledge and leadership experience with human resources information systems; as well as with payroll, procurement, accounting and budget systems
- Must have demonstrated computer proficiency in MS Office software, HRIS systems, and application of data analytics in informing business decisions and priorities
- Experience in shared services and/or call center management, payroll and/or salary administration, in a higher education and/or unionized environment
