SCOPE:
The Assistant Program Director’s primary responsibility is to assist the Program Director in the management of the overall operation of the program in accordance with ORR policies and procedures, Cooperative Agreement, licensing minimum standards, and all other applicable state and federal law, rules, and guidelines. The Assistant Program Director works at a childcare facility under the supervision of the Program Director.

All services shall be provided in accordance with established standards, principles, and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

DUTIES AND RESPONSIBILITIES:
Assists the Program Director in the management of the overall operation of the program in accordance with ORR policies and procedures, Cooperative Agreement, licensing minimum standards, and all other applicable state and federal law, rules, and guidelines.

Assists to submit reports within required timeframes (i.e. ORR performance progress, TDFPS Restraint report, Corrective Action Plan, etc.).

Assists to ensure the program adheres to PSA policies, to include reporting and providing follow-up.

Complies with and implement the respective program policy and procedure manuals.

Complies with the agency confidentiality policy in all areas of youth and program operations.

Acts as secondary liaison with ORR and state licensing representatives.

Assists in daily operations and monitoring outcomes of the program.

Assists in managing the flow of information between all involved entities to include informing key staff of updates, revisions, changes in ORR policies and procedures, licensing standards, agency policies, and any other relevant information.

Assists in the implementation of the staffing plan to meet the operational needs of the program.

Assists in the management of personnel in accordance with approved policy (i.e., transfers, promotions, performance evaluation, disciplinary actions, corrective action plans, leave approvals, etc.).

Assists in providing program staff with guidance and direction to ensure the provision of services.

Oversees all programmatic functions in the absence of the Program Director.

Assists in the coordination of interagency relationships between the various entities involved in the program including all funding sources and contracting agencies.

Provides assistance and recommendations upon request for annual budget development.

Submits recommendations and program non-compliance in writing to the Executive Director of Services and Compliance, Licensed Administrators, Executive Team, and/or as designated by the Chief Executive Director.

Maintains Director of Residential Services informed of department’s progress and needs

Attends and participates in all staff meetings, training, workshops, conferences and any other staff related activities required for the position.

Reports suspected abuse, neglect, and exploitation to the Child Abuse Hotline and to the designated administrator or supervisor.

Courteous and presentable to all Federal, State, and Local Agencies and any other visitors who frequent facilities.

Maintains thorough knowledge of and comply with all rules, laws, procedures, and policies relevant to duties.

Performs other related work as assigned.

OTHER DUTIES:
Performs duties in a safe manner.

Follows the corporate safety policy.

Participates and supports safety meetings, training, and goals.

Ensures safety and security of all UAC and the operating conditions within the area of responsibility.

Maintains a clean and orderly work area

Evacuates site with short notice in case of an emergency

QUALIFICATIONS:
Bachelor’s degree in Education, Psychology, and Social Work (BSW) or an equivalent degree in education.

5 years of experience of progressive employment experience with social services or childcare agency or organization.

Clean criminal background check.

Clean child abuse and neglect or child protective services check (CAN).

Flexibility and willingness to travel as needed.

Excellent presentation skills as well as oral and written communication skills required.

Proficiency with computer, common office equipment, and MS Office products required.

PHYSICAL REQUIREMENTS:
Ability to ascend/descend stairs.

Ability to lift up to 15 lbs.

Visual acuity required to complete paperwork, computer work and direct line of sight supervision of staff.

Able to communicate verbally and listen for constant surveillance of staff activities.

Able to withstand changing environmental conditions with weather (rain, lightning, extreme heat and winds).

Able to withstand and manipulate through construction areas, sports fields, etc.

Ability to stand; particularly for sustained periods of time.
