Human Resources (“HR”) is a global organization comprised of more than 3,500 professionals providing strategic human capital advisory support to Citi’s business leaders in 96 countries, and the development and delivery of core HR programs including: sourcing qualified talent; assisting managers to apply effective employee selection practices; establishing appropriate terms and conditions of employment; effective new employee on-boarding; training employees; assessing employee job performance and talent; developing manager capabilities and leadership; succession planning in anticipation of changing business needs; measuring employee sentiment; escalating and/or investigating potential employee misconduct and establishing mechanism for employee corrective action; developing strategies to discontinue employment without attracting undue risk, as well as maintaining market competitive compensation, benefits and recognition programs intended to reward good performance and retain talented employees. Key Responsibilities:

Regulatory and Policy Risk Management: Lead Citi’s end-to-end compliance with EO 11246 and related regulations. Manage an inventory of applicable regulations and Policy requirements governing representation requirements, non-discrimination and equal employment opportunity in all 96 jurisdictions in which Citi operates, as well as the identification and development of corresponding process controls / operating standards designed to maintain compliance with said regulations and Policy consistent with the approved Human Capital risk appetite. This includes the development and management of procedures designed to ensure awareness, assess impact, and capture corresponding Corrective Action Plans associated with material change to the operating environment affecting representation, non-discrimination and the equal employment opportunity risk profile.
- Regulatory Reporting and Exam Management: Confidently engage with government agencies (including as Citi’s lead interface with the OFCCP), internal audit, and various partners to fairly represent Citi in response to specific requests for information, as well as general inquiry. Establish and monitor effective controls to ensure the accurate production of required regulatory reporting related to country representation, non-discrimination and equal employment opportunity requirements.
- Control Performance Assessment: Manage the development of Global HR Manager Control Assessment, Business Performance Measurements, Key Risk Indicators and associated alert thresholds associated with representation requirements, non-discrimination and equal employment opportunity-related operating standards, which are intended to provide independent assurance with respect to the effectiveness of identified controls, measure organizational performance associated with the execution of said controls, and provide early warning related to change in Citi’s operational risk profile.
- Issue Management: Engage with global partners to assess risk and determine the root cause of identified control failures, as well as establish Corrective Action Plans intended to remediate identified issue(s).
- Control Strategy: Work with Citi’s Global Diversity team and other internal stakeholders to establish the Global Fair Employment Practices control strategy and periodically reevaluate in response to changes in the operating environment.
- Relationship Management: Effectively manage stakeholder relationships associated with all aspects of the Global Fair Employment Practices control strategy, and serve as the primary point of contact with Citi’s Global Diversity team and applicable regulatory authorities.
- People Manager: Manage and develop a team of highly-motivated and capable HR professionals who are focused on the success of Citi’s diversity program.
- Serve as a subject matter expert and member of a global team of compliance and control professionals and contribute to the strategic direction of the HR control and compliance function.
- Utilize excellent communication, leadership and management skills to influence a wide range of internal audiences including respective product, function, or regional executive management partners and external audiences including regulators and external auditors that have a material impact on Citi’s global HR organization.
- Timely delivery of high quality, value-added, multiple concurrent deliverables on time and to specification.
- Identify, attract and develop talent, and build effective teams, to meet future-state position requirements and support broad succession planning.
- Develops approaches to promote knowledge sharing and promulgate management best practices across HR Control & Compliance and the Global HR Function.
- Delivers learning and development programs and is a recognized leader in training and developing others.
- Ensures HR meets/exceeds the requirements and expectations of applicable regulators.
- Works closely and collaboratively within IA and line HR management and control functions to ensure efficient and effective provision of independent audit assurance.
- Collaborates across businesses and functions to improve the identification, quantification, measurement, management, reporting and control of organizational governance, risk management and internal control environments.
- Actively support and drive the Independent Compliance Risk Management Transformation Program and HR’s management effort to achieve and maintain a “Strong” control function.
Requirements:
- Bachelor’s Degree in a related field or equivalent work experience, education, and / or training.
- 8+ years of experience in Human Resources, workforce diversity, OFCCP regulatory compliance and/or law.
- 2+ years of experience in a Program or Project Management role.
- Possess a broad and comprehensive understanding EO 11246 and related regulations and a proven track record of successful compliance with OFCCP regulatory requirements in a large organization, HR data structures, and project/program management practices.
- Experience in HR related legal / regulatory and compliance programs or Internal Audit highly preferred, with specific subject matter expertise and a strong business understanding of risks, controls and issues within Human Resources.
- A self-aware, self-confident individual who has well developed listening skills, and a strong ability to engage a group of accomplished business unit heads by providing proactive advice on a variety of matters while carefully balancing the independent requirements of the function.
- Effective negotiation skills, a proactive and ‘no surprises’ approach in communicating issues and strength in sustaining independent views. This individual must be effective communicator, both orally and in writing.
- Strong interpersonal skills, with a track record of successful interfacing and influencing at all levels.
- Strong leadership skills, with a proven track record of making a positive impact on the organization.
- Strong analytical abilities, with demonstrated proficiency in the interpretation and application of numerous analytical methodologies across all responsibilities.
