TITLE: Public Works Director

REPORTS TO: Supervisors

SALARY: $52,000.00

Position Summary:

Responsible to the Sewickley Township Board of Supervisors, Westmoreland County, for overseeing approx. 71 miles of roads serving over 6000 residents, in addition to managing bridge maintenance, public works equipment, buildings and grounds, swimming pool, parks and bike paths and supervising the road crew. Essential Functions

Plans, organizes and directs the activities of the Public Works Department. Prepares work schedules and supervises daily operations of road crew personnel; monitors hours worked, overtime, and time off.

  • Manages/monitors all public works road and bridge work; park and pool projects; building and grounds maintenance; snowplowing and salting; brush and leaf collection.
  • Prepares bid contracts and required advertising for public works projects, equipment, materials, and fuel acquisitions. Supervises the completion of the projects.
  • In conjunction with the Supervisors and Township Engineer, assists with the preparation and monitoring of the Township’s annual budget and capital improvement plan. Also assists with the preparation of the Township’s annual budget.
  • Monitors all Public Works purchases and expenditures; manages equipment maintenance and purchases.
  • Performs annual employee performance evaluations for department personnel; responsible for department disciplinary actions. Promote and maintain a positive working environment with all employees.
  • Assists Township Engineer with roadway, curbs, sidewalk, storm water, and utility inspections; performs annual road and bridge inspections and maintains inspection records.
  • Plans and implements strategies to address emergency situations, such as snow or ice storms or flooding conditions; coordinates with County Emergency Communications Center.
  • In conjunction with the Township Engineer, performs the annual road inspection.
  • Oversees updates to the PA One Call Data Base Verification; responds to PA One Call requests made by contractors; locates underground stormwater facilities.
  • Serves as the staff liaison to the Township Recreation Director. Assists in determining the capital projects and Five-Year Plan. Assists with the annual project report.
  • Processes and files deeds, resolutions, and related documents pertaining to newroads dedicated to the Township for the PennDOT road liquid fuels program.
  • Interfaces with the public and the media on matters related to public works.
  • Administer the CDL drug and alcohol testing program with public works employees.
  • Attends Board of Supervisors meetings and participates on matters related to public works.
  • Prepares monthly technical and budget reports for the Board of Supervisors.
  • Completes documentation relative to grant applications, disaster relief, liquid fuels, and Hazardous Materials.
  • Exercises administrative judgment; assumes responsibility for decisions, consequences, and results impacting staff, costs, and/or quality of service within the functional area.
  • Performs other duties, as assigned.
  • Knowledge of PennDOT flagging and traffic control regulations.
  • Prepare bi-weekly planned work schedule for the Board of Supervisors.
  • Maintain all necessary PennDOT paperwork, forms and documentations and assure they are all submitted as required.
  • Calculate and estimate project costs in terms of material costs, time and labor.
  • Deal courteously, tactfully and firmly with the public.

Qualifications:

Education:

  • Education equivalent to graduation from High School OR any equivalent combination of experience, training and certifications.

Work Experience:

  • A minimum of five (5) combined years supervisory, roadway maintenance/construction, traffic signals, maintenance and other related experience required.

Knowledge/Skills/Abilities:

  • Familiarity with the operation of public works equipment.
  • Ability to plan and direct the daily work of subordinates.
  • Ability to read and interpret construction plans, bid specifications, and road specifications.
  • Strong record keeping and expense records management skills.
  • Knowledge of, and ability to consistently promote/enforce, workplace safety.

Certifications/Other:

  • Possession of a valid Pennsylvania driver’s license.
  • Knowledge of Herbicide Application is desired.
