TITLE: HUMAN RESOURCES MANAGER
FUNCTION: Responsible for the administration of personnel management
SUPERVISION: Responsible to Superintendent of Finance & Personnel with no supervisory responsibilities
DEPARTMENT: Administration
HOURS: 40 FAIR LABOR STANDARDS ACT: Salary Exempt
ESSENTIAL JOB FUNCTIONS:
Communicate with the Superintendent of Finance and Personnel on issues and activities related to the Human Resources Department in an effort to ensure effective operations of the agency.
Develop salaries, benefits and other HR related department budgets and monitor financial activities.
Act as system administrator for all HR related modules including HR, Self –Service portal,
Time Recording, Performance Management, and Compensation.
Administer all employee benefits, including negotiating with brokers, working with providers, recommending benefit changes, hosting open enrollments, processing changes, facilitating continuation of benefits, creating reports and maintaining benefit files.
Develop HR policies, procedures and best practices to guarantee compliance with applicable laws and fit within the agency culture. Routinely review and make revisions to manuals accordingly. Educate and distribute to staff to confirm policies are followed in a consistent and fair manner.
Direct new hire process from recruitment to orientation, through onboarding, to ensure a new employee’s successful transition. Develop job descriptions that are reflective of functions, skill sets, agency expectations, and qualifications required for each position.
Manage performance evaluation and compensation processes. Ensure agency goals, performance targets and development plans are in place as appropriate. Advise managers on proper employee discipline and termination practices.
Organize continued education and in-house trainings to promote staff growth and to be compliant with annual Accreditation requirements. Coordinate in-house committee membership.
Serve as agency Safety Coordinator overseeing the safety program, leading Safety
Committee meetings and developing safety trainings. Act as liaison with the agency’s risk management association (PDRMA).
Oversee agency record retention program in conjunction with the state regulated records disposal policy.
Act as an impartial advisor for all staff to promote effective conflict resolution, communication, and employee relations.
Perform other duties as assigned.
KNOWLEDGE, SKILLS and ABILITIES
Extensive knowledge of modern principles and techniques of human resource management, benefits administration and insurance
Experience with various HR related computer systems
Strong ability to communicate professionally, both orally and in writing, with various audiences
Ability to solve problems comprehensively and effectively
Performs well under stressful situations
Effectively transitions through multiple tasks and/or multiple interruptions
Prolonged use of computer with working knowledge of Microsoft Office products
Use of phone on a daily basis
Routine use of office equipment (i.e. copier, postage machine, shredder, etc.)
Ability to safely lift up to 10 pounds – over 40 lbs requires a two person lift or mechanical assistance

POSITION QUALIFICATIONS:
Bachelor’s degree from an accredited college or university based on a major in human resource management or related field
A minimum of five (5) years of experience in human resource management, insurance, benefits management, or related area.
HR system administration experience
Certification or the ability to attain certification for IMRF administration within one year
HR certification preferred
Risk Management experience preferred
