TENNCARE OVERVIEW
TennCare is Tennessee’s managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.3 million Tennesseans and operates with an annual budget of approximately $12 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

JOB AND DEPARTMENTAL OVERVIEW
The Director of Administration and Talent Management serves as a member of the TennCare Commissioner’s Executive Team acting in an advisory role to the Commissioner and other Executive Staff. The Executive Director of Administration and Talent Management provides oversight of Talent Management, Learning & Development, Human Resources, Facilities Management, Asset & Contractor Management, Office of Civil Rights, and Commissioner’s Designee Unit. In this role, the director has a heavy focus implementing strategies and execute initiatives for employee recruitment, employee development, employee engagement and workplace culture.
RESPONSIBILITIES
- Oversight of all Talent Management activities – development and implementation of employee recruitment and retention initiatives: learning & development programs, targeted manager communication and development, a TennCare Leadership Academy and creation and implementation of employee recognition programs.
- Oversight of all Human Resources activities for approximately 1,200 employees which include – employee transactions (hiring, promotions, transfers, separations), performance
management, employee training, disciplinary action, employee benefits, and talent management.
- Oversight of all facilities management and activities – three office buildings, employee and facility security, workplace safety, emergency planning, and business continuity planning, asset management, and administration of 840 contracted employees.
- Oversight of two legal units – Commissioner’s Designee and Office of Civil Rights.
- Acts as the liaison to the state Department of Human Resources and state Department of General Services.
- Create strategies and execute initiatives for employee engagement and workplace culture.
MINIMUM QUALIFICATIONS
- Graduation from an accredited college or university with a Bachelor degree with at least 2+ years relevant work experience
- Strong work ethic and self-motivated with ability to work well on a team
- Organizational skills necessary, including the ability to prioritize, multi-task and manage workload to meet specific timeframes and deadlines
- Strong written and oral communication skills
